Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes, determining whether to set-aside the requirement for small businesses and determining if commercial sources are available. Naval Facilities Engineering Command Mid-Atlantic is seeking Service-Disabled Veteran-Owned Small Businesses, certified HUBZone Small Businesses, certified 8(a) Small Disadvantaged Businesses, Women Owned Small Businesses and/or Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The proposed contractor shall provide all labor, supervision, tools, material, equipment and transportation required for high pressure water cleaning, vacuuming, and video inspection of eight (8) cells consisting of twenty-four (24) Leachate lines and eight (8) Sump Pump riser lines located at Camp Lejeune Landfill. In addition, the contractor shall provide grounds maintenance and landscaping services located at Marine Corps Base Camp Lejeune Landfill and the closed Sneads Ferry Landfill, Camp Lejeune, NC. Procurement Method: Contracting by Negotiation FAR Part 15. The North American Industry Classification System (NAICS) Code for this procurement is 561730 and the annual size standard is $7,000,000. The contract term will be a base period one (1) year and four (4) option years. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All Service-Disabled Veteran-Owned Small Businesses, certified HUBZone Small Businesses, certified 8(a) Small Disadvantaged Businesses, Women Owned Small Businesses and other Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether an 8(a), HUBZone Small Business, Service Disabled Veteran Owned Small Business Set-aside, or Women Owned Small Business is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. Any and all qualified firms are encouraged to respond. As a part of the notification, interested parties are also required to submit the following: Verification to meet all technical requirements, including a one (1) page statement of capability specific to landfill management and other supplemental tasks. DUNS number, CAGE code Business classification e.g. large business, small business, 8(a) business, HUBZONE business, WOSB, SDVOSB, etc. Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Notifications that do not address all the required information will not be considered. Interested parties should respond as soon as possible but no later than 1600, 14 February 2014.
