- Description
- A. General Information THIS IS NOT A REQUEST FOR QUOTATION. The purpose of this sources sought notice is to communicate with industry in advance, receive feedback from the industry, identify interested vendors to foster competition, and use the information gained from this notice to further define the requirements of the expected solicitation in a way which benefits both the Government and the contractor. Please contact POC below for more details. B. Service & Performance Required The contractor shall provide all personnel, management, supervision, reports, transportation and labor to provide translation services at Kyogamisaki Sub Base, Kyotango, Japan. The translators shall either be a native English speaker or shall be proficient in understanding (reading, speaking, listening, and writing) English. They shall be capable of effectively communicating with construction workers, town officials, and medical workers. For native English speaker translators, a Japanese Language Proficiency Level N1 or STEMP Level 8 is required. For non-native English speaker translators, a minimum score of 700 on the TOEIC English test is required. Other English Test are acceptable if equivalent to the TOEIC with adequate minimum scores. C. Instructions to Interested Vendors 1. I nterested vendors may e-mail the company's name, e-mail address and phone number, past performance information for the same or similar services and homepage address so that we can include the company in our mailing list when the RFQ is issued. 2. The Government welcomes comments from the industry on the requirement above so that we can tailor our requirement better. 3. The Government plans to issue the RFQ on February 2014 but not later than March 2014. D. Planned Evaluation Criteria 1. The Government intends to make award to the lowest priced offeror with acceptable past performance. 2. The Government will evaluate past performance information submitted from the lowest priced offeror under this acquisition. In the event that the lowest offeror fails to meet Government past performance acceptability standard as defined in below, the offeror will be eliminated from consideration for award and the Government will then evaluate the next low offeror' s past performance. This process will continue until an offeror is found to have acceptable past performance.
