- The Naval Air Systems Command (NAVAIR) has received defined requirements and intends to negotiate up to three (3) Basic Ordering Agreement (BOA) Orders with Micro Systems, Inc. (MSI) on either a cost plus fixed fee or firm fixed price basis for (1) Engineering Technical Services for the System for Naval Target Control (SNTC) and Naval Common Data Link (NCDL) systems; and, (2) Retrofit of Production units and Repair of Repairable (ROR) services for components of the System for Navy Target Control (SNTC) system. The ROR services would include both retrofitting of existing production units, as well as repair of system components, all complying with the latest SNTC configuration specifications. NAVAIR may include options for requirements for similar supplies and services identified under the applicable Original Order(s). It will be at NAVAIR's discretion whether to establish a single or multiple Orders to procure the needed supplies or services. This notice is not a request for competitive proposals and no competitive solicitation will be issued. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10 U.S.C. Section 2304(c)(1), AS IMPLEMENTED BY Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. The Government will consider all responses received within 15 days after the publication of the applicable synopsis. General Information: MSI is the sole designer, developer, and manufacturer of the current SNTC and NCDL systems, and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specific. This announcement constitutes the only public announcement prior to BOA award.
