- Attachment 1 - Provisions and Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number HSCEMS-14-Q-00004 is hereby issued as a Request for Quote (RFP) to procure Hornady.308 Winchester 168gr A-MAX TAP Ammunition, (P/N: 80965). The associated North American Industrial Classification System (NAICS) code for this procurement is 332992, Ammunition Manufacturing and the Small Business Size Standard is no more than 1,000 employees. This acquisition is not a small business set-aside. The award is for a firm-fixed price Purchase Order (PO) with a delivery date of 120 days after receipt of order (ARO). REQUIREMENT: Quantity of order is for approximately 141,160 rounds of ammunition (7,058 boxes) of Hornady.308 Winchester 168gr A-MAX TAP Ammunition (P/N: 80965). PERIOD OF PERFORMANCE: The ordering period of performance will be 120 days ARO. PLACE OF PERFORMANCE: Delivery destination will be specified in the Purchase Order. Instructions for Quote Submission: Quotes shall be submitted by email to Contract Specialist, Sarah A. West at sarah.a.west@ice.dhs.gov and are due no later than 3:00 pm EST on February 14, 2014. The FAR Clauses and Additional Provisions, Clauses, and Terms and Conditions applicable to this solicitation and any resultant contract or contracts are in accordance with Attachment 1 - FAR Clauses and Additional Provisions, Clauses, and Terms and Conditions. This RFQ document incorporates the provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-46 effective September 29, 2010. QUESTIONS: All questions concerning this solicitation must be directed in writing via email to Sarah A. West at sarah.a.west@ice.dhs.gov and Thomas Jefferson at thomas.jefferson@ice.dhs.gov by 11:00 am EST on February 12, 2014. No questions or inquiries will be accepted by telephone. The distribution of any resulting amendments to the solicitation will be accomplished solely through the FedBizOpps website. Hard copies of the solicitation documents will not be available; therefore, no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. Interested parties are responsible for monitoring the FedBizOpps site to assure that they have the most up-to-date information about this RFP. QUOTATION CONTENT Vendors are cautioned to review the RFQ and ensure that the quotation submitted fully complies with any or all requirements of the RFQ. Each quotation shall include the following: 1. An exact-match product number and description; 2. The total price amount, including shipping costs; and 3. The unit/box price. BASIS OF AWARD The government intends to award a firm, fixed price purchase order based on the lowest evaluated price quote with an exact match only to Product Number 80965, Hornady.308 Winchester 168gr A-MAX TAP Ammunition. Quotes will be evaluated for acceptability (only) on a pass/fail basis and will not be rated. Award may also be made on the basis of initial quotes without discussions. Vendors are therefore cautioned that each initial quote should contain the Vendor's best terms. The right to conduct discussions, if necessary, is reserved.
