Description
Synoposis US Army Contracting Command - Aberdeen Proving Ground Edgewood Division (ACC-APG ED) on the behalf of the Edgewood Chemical Biological Center (ECBC) intends to formally post solicitation W911SR-14-R-0003 as a result of the draft solicitation W911SR-13-R-0026, for the Chemical Fingerprint Identification System (CFIS) on February 24, 2014. Proposals shall be submitted by April 8, 2014 in order to be considered for award. All responsible sources may submit a proposal which shall be considered by the agency. Classification/NAICS Code: 334516. The purpose of this acquisition is to procure prototypes for the Chemical Fingerprint Identification System (CFIS). The contract will be carried out in two phases: Phase I: Design: Up to two (2) awards will be made and each contractor will have six (6) months to design and detail a functional CFIS unit. Phase II: Build (Option): Upon Government review and acceptance of a proposed design, the selected vendor(s) will have twelve (12) months to build up to two (2) identical CFIS units. The CFIS Prototype Design Phase I: ECBC requires contractor support to design and build two (2) man portable prototype Chemical Fingerprint Identification Systems (CFIS) that can identify trace levels of exogenous materials contained within fingerprints/partial-prints/and palm prints. The system has to produce two main results: 1) capture a bright field image (photograph) of the entire examined sample at a level of 1000 dpi or greater and, 2) locate, detect, and identify exogenous materials found within the minutiae and ridges of a fingerprint sample. The Department of Defense (DOD) must have the capability to non-invasively, non-destructively collect fingerprints from potential target materials (or directly) and sequentially identify chemical materials that may be present. This is to directly link the fingerprint sample to the individual and detect possible threat related materials found on the persons' residual biometric. Upon successful completion of the CFIS prototype Design Phase, the government intends to exercise an Option for Prototype Building (Phase II). During this phase, the primary function of the CFIS unit is to rapidly perform all desired operations (less than 20 minutes) leading to an output final response with confidence that can be used to detect, identify, and warn personnel of the presence of potentially illicit materials from a sample (or direct print). The Government anticipates soliciting proposals on a Cost-Plus-Fixed-Fee (CPFF) completion form basis. The subsequent contracts will be for prototype development and test support. This effort will be a 100% Total Small-Business Set Aside. The solicitation will include the following documents: CFIS Performance Specification, Performance Work Statement, Contract Data Requirements List, Evaluation Criteria, Sample Proposals, and Exercise of Option Information.
