- ATTACHMENT 2-IMAGES OF SUITABLE MERCHANDISE & DESIGN IDEAS FOR CDC GIFTSHOP ATTACHMENT 1-PWS/SOW Title of Project: CDC MUSEUM GIFT SHOP INTRODUCTION This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated NAICS code for this acquisition is 453998 for Miscellaneous retail stores or 59470104 for Gift Shops. BACKGROUND In support of the Centers for Disease Control and Prevention (CDC) mission, the David J. Sencer CDC Museum (CDCM), a Smithsonian Affiliate, is an interactive educational facility designed to teach about CDC, in the Tom Harkin Global Communications Center, the CDCM welcomes more than 95,000 visitors a year, and provides more than 500 scheduled tours. The Global Communications Center is a year-round meeting facility, where conferences, training, lectures, and other presentations are attended by both CDC staff and public health professionals from around the world. CDCM presents temporary exhibits every four (4) months; some are organized by CDC internally, others are rented from external sources, to highlight aspects of CDC's and other public health related work, history and accomplishments. CDCM requires exhibit rental agreements in order to present these temporary exhibits, which may originate nationally or internationally. CDCM also designs and maintains permanent exhibits that tell the story of CDC's history. CDCM collects, preserves, presents, and inspires appreciation for the broad sweep of CDC's history through engaging temporary and permanent museum exhibits, and dynamic educational programming. Ongoing educational and outreach efforts use curriculum-based, on-site educational programs targeting middle and high-school students and teachers. An attached Museum Gift Shop is desired to offer visitors and patrons CDC-related paraphernalia (including but not limited to: books, apparel, educational items, games, toys, trinkets, etc.) as well as merchandise related to temporary and permanent exhibitions in the CDCM to further educate and increase awareness of prevention based public health. PURPOSE To secure a Contractor operated and merchandized museum gift shop that will offer for sale items related to the various museum exhibits, CDC-related merchandise, books, apparel, educational items, games, toys, trinkets, etc. on a "no cost to the government" contract basis, except for specific "government furnished materials" listed in Section 5 of the Performance Work Statement (PWS), (see attachment 1) PLACE OF PERFORMANCE The gift shop will be available to all visitors to the CDCM, as well as all government and Contractor employees year round, excluding Federal holidays. The Contractor will be provided approximately 500 sq. ft. of space located at Centers for Disease Control and Prevention, Tom Harkin Global Communications Center (GCC), 1600 Clifton Road, Building 45, Roybal Campus, Atlanta, GA 30333, in which to operate the gift shop. SCOPE OF WORK The Contractor will be fully responsible for operating and merchandizing a museum gift shop in a manner that appeals to the customer base and emphasizes the important role of public health awareness and the CDCs role in promoting world-wide prevention and public health awareness without any financial impact or obligation on the government, except for the GFE at Section 5 of the PWS. REQUIREMENTS 1. The Contractor will ensure the gift shop is operated daily by personnel knowledgeable and familiar with retail principles. 2. The Contractor will develop a marketing plan to promote the CDC Museum Gift Shop internally and externally. 3. The Contractor with Contracting Officer or his representative approval will make aesthetic upgrades within the CDC Museum Gift Shop to make it appealing and inviting to visitors based on accepted principles of retailing, marketing and store design, and in keeping with the professional atmosphere of the CDC Museum and Building 45, Roybal Campus. (see example in attachment 2). 4. The Contractor will be fully and solely responsible for purchasing, stocking, and maintaining marketable inventory for the CDC Museum Gift Shop. 5. The Contractor is responsible for obtaining a license agreement for the use of CDC logo to be applied on all CDC-related items offered for sale. 6. Marketing Inventory and Design Plan: Plan for initial retail marketing inventory and design of store. ANTICIPATED PERIOD OF PERFORMANCE The Contracting Officer will announce the beginning date by means of a written Notice to Proceed sent to the contractor. The contract shall be for a period of 5 years effective with the beginning date specified in the Notice to Proceed. At the option of the Contracting Officer, it may be extended thereafter for terms of from 1 to 5 years. In no event shall the contract period, as extended, exceed a period of 15 years from the beginning date specified in the Notice to Proceed. CAPABILITY STATEMENT/INFORMATION SOUGHT Interested Businesses must respond to all of the following: 1. Describe in detail your company's experience operating a retail shop and retail inventory management. 2. Describe in detail your company's experience developing marketing plans to promote retail stores internally and externally. 3. Describe your company's experience with retail store design. 4. Describe in detail how your company will finance this venture without any reimbursement of any costs from the government apart form the GFE in PWS in a manner that will benefit the contractor financially and the government intrinsically. INFORMATION SUBMISSION INSTRUCTIONS Please include a cover page with the following business information: a) DUNS: b) Organization name and address c) Do you have a Government approved accounting system? If so, please identify the agency that approved the system. d) Business size and type of business for the tow (2) NAICS codes stated above, (e. g., small business or large business, woman owned, veteran owned, etc.). e) Point of Contact, phone, fax and email address of individuals who can verify the demonstrated capabilities identified in the response. Page Limitation: Capability Statements shall be limited to 10 single-spaced pages including cover page. Pages shall be formatted as follows: MS Word, 8 ½ x 11, 12 pitch, Times New Roman font with one (1) inch margins. Response Due Date: Submit capability statements via email to Kimberly Golden, Contract Specialist at: Kgolden1@cdc.gov. Responses must be submitted not later than 18 February 2014 at 10:00 a.m., Eastern Standard Time (EST). Capability statements will NOT be accepted after the due date. The Government will not return capability statements received.
