Description
The purpose of this update is to provide responses to industry questions. Q1. Will the government designed patterns be made available to a contractor for use in garment submission - both for under garments & uniform? If not, which patterns are most appropriate for use - MCCUU or FROG? A1. PdM-ICE intends to use a Government-owned design for the tropical combat blouse, trouser, t-shirt and briefs. For these items, respondents are encouraged to submit fabrics suitable for a tropical environment. End item designs will also be considered as an alternative to the Government-owned designs. If an offeror's under-layer or uniform material is selected to be field tested, the garment design will be provided. Q2. Are the table of performance characteristics in Attachment 1 to the RFI listed in their order of preference/priority? If not, what is the priority of importance of the desired characteristics? A2. No. The dry out time requirement is a key performance parameter (KPP). Materials submitted must meet this KPP. Q3. What level of no melt, no drip performance is required, i.e. char length, after flame, after glow? A3. Only no melt, no drip is required. Char length, after flame, and after glow are not part of the requirement. Q4. Is the no melt no drip performance level be similar to the FROG undergarments, FROG uniform, or as minimal as the MCCUU - if there are no specific requirements? A4. Only no melt, no drip is required. Q5. Does an individual submission have to include all items listed in the RFI, i.e. under garments, uniform, socks & boots? A5. No. Respondents are not required to submit all items in the RFI. They may submit a single item or any combination of items. Q6. Can a submission consist of only one or more of the items listed in the RFI? A6. Yes. Q7. Does the uniform fabric to be used need to have both an antimicrobial & a permethrin treatment applied? A7. Yes, although a uniform material can be submitted without antimicrobial and/or permethrin treatment. The offeror should address how these attributes would be incorporated into the uniform in their written submission. Q8. Is the 7 February 2014 date the absolute final submission date, or is there some flexibility if a good candidate material would be available a few weeks later? A8. The submission deadline has already been extended to 03-March. Materials can be submitted after the deadline, although a late submission will decrease the likelihood that it will be considered due to timing constraints. Q9. Is the list of promising materials identified under RFI M67854-13-I-1029 and tested in the LUE available for release and review? A9. No. The overview is provided in the first paragraph of the current RFI.
