- SOURCES SOUGHT STATEMENT OF NEED SPECIFICATIONS THIS IS A SOURCES SOUGHT NOTICE. The purpose of this notice is to obtain capabilities information from all sizes and types of firms to determine the degree of competition. Information received will be used to make a determination regarding the use of full and open competition or to set aside this procurement. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on FBO. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pasco Research Station, is seeking sources capable of performing the requirements necessary for manufacturing and providing radio tags. The Government is especially interested in responses from SBA certified small business concerns that are capable of providing the services described within this notice and the following Statement of Need (SON): The Pasco Research Station of the National Marine Fisheries Service is in the fourth and last year of a four-year project entitled "Juvenile Sockeye Migration Telemetry Study," evaluating the mortality of hatchery sockeye smolts in the Snake River in eastern Washington. In support of this study, radio tags will be inserted into the smolts to be used for tracking purposes. The anticipated contract will be a Firm-Fixed-Price contract for supplies, with option items. This procurement is for nine (9) test/reference radio tags and 900 radio tags of 30 MHz frequency. The nine (9) test/reference radio tags will be provided by March 1, 2014 and the 900 radio tags will be provided as options, subject to availability of funds. The NAICS code for this procurement is 334220, with the size standard of 750 employees. 1. BACKGROUND 1.1. The Pasco Research Station is performing a mortality study of hatchery smolts in the Snake River, eastern Washington. The Pasco Research Station is owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS). 1.2. The study is in the fourth and last year of a four-year period. 2. STATEMENT OF NEED 2.1. The contractor shall furnish the required radio tags at a 30 MHz frequency. The specifications for the nine (9) test/reference radio tags and the 900 optional radio tags are attached in Attachment 1. 2.2. The contractor shall be appropriately licensed, permitted, and insured, as required, to manufacture and sell the radio tags as described in this Statement of Need (SON). 2.3. The contractor shall ensure that all radio tags meet the specifications listed in this SON and in Attachment 1. 3. APPLICABLE DOCUMENT 3.1. Attachment 1 - Radio Tag Specifications (Sockeye). 4. SPECIFIC TASKS 4.1. The contractor shall compile and submit all required supplies and documentation, including but not limited to the following: 4.1.1. Radio tags. 4.1.2. Invoices, including Bill of Lading (if required). 4.1.3. Required documentation (if any). 5. GENERAL REQUIREMENT 5.1. The contractor shall submit an electronic copy of all required documentation, if any, utilizing PDF format. The final electronic copy shall be duplicated exactly the same as the hard copy. The contractor may email the final document(s) to the Government. 6. GOVERNMENT-FURNISHED EQUIPMENT/SUPPLIES OR PERSONNEL 6.1. None. 7. DELIVERABLES AND SCHEDULE 7.1. Following is a schedule of all deliverables, including administrative deliverables, if any, required during the period of performance of this contract:  9 test/reference radio tags: As soon after contract award as possible, but no later than March 1, 2014. NOTE: The test/reference radio tags are used by NOAA's electronics technicians to ensure NOAA's telemetry sites detect radio tags floated past them prior to fish release  900 radio tags, as options are exercised, but no later than March 30, 2014. 8. SUBMITTAL ADDRESS 8.1. All radio tags and any supporting documents shall become property of the Government and shall be delivered to: NOAA/NMFS, Pasco Research Station, 3305 E. Commerce Street, Pasco, WA 99301. 9. PERIOD OF PERFORMANCE 9.1. Date of contract award to April 5, 2014. However, contractor will provide 9 test/reference radio tags as soon as possible after contract, and 900 radio tags, as applicable options are exercised by the Government, no later than March 30, 2014. A Firm-Fixed-Price contract is anticipated. The NAICS code for this requirement is 334220 and the small-business size standard is 750 employees. This Sources Sought Notice does not constitute a commitment, implied or otherwise, that a procurement action will be issued, nor does this Sources Sought Notice constitute a commitment, implied or otherwise that any procurement action may be issued for the Government's requirements related to radio tags. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. All firms responding to this Sources Sought should submit information to include: (1) A brief description of their capability to provide the required units to the specifications described in the Statement of Need. (2) Evidence of experience and past performance (including a contact name and telephone number). (3) Intention to submit a proposal as a prime contractor. (4) Business company size, point of contact and DUNS number. The business size shall include any applicable preference program (i.e., 8(a), HUBZone, Service Disabled Veteran Owned, Small Business, etc.) For the purposes of this requirement, the NAICS size standard for small business is 750 employees or less. This notice is for informational and market research purposes only. Failure to submit all information requested may result in an unrestricted acquisition.
