Description
National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Cooperative Oxford Lab (COL). 904 South Morris Street, Oxford, MD, has a requirement for design-build services from a contractor experienced in seawater supply systems or marine laboratories or aquariums to assess the existing seawater system at the Cooperative Oxford Laboratory (COL), and provide design and construction services to provide the following: 1. Replace the existing gravity seawater supply system piping with a new pumped system from the off shore water intake to the pump house and also repair or modify other portions of the seawater system as necessary. 2. Provide a new dual pipe high-density polyethylene (HDPE) piping system from the intake point to the pump house (each pipe shall be capable of supplying the full 700 gallons per minute (gpm) requirement of the lab). The portion of piping from the intake point to the shore shall be supported from the side of the existing pier and have drain ports and cleanouts every 75 feet. Underground piping shall also have clean outs every 75 feet with the underground pipe sloping downward toward the pump house. 3. Provide new 208V, 3 phase, 120 amp electrical service from existing electrical pole near entrance to the COL to base of pier, approximately 350 feet. Also, provide new weather tight distribution panel at base of pier and then extend service to end of pier using existing PVC conduit run underneath pier. Provide new weather tight distribution panel at end of pier to provide power to new pumps. Provide new pumps. 4. Provide weather tight protective housing and a platform (framed to structure of existing pier) to support and protect the pumps and support the rail system for lowering and raising submerged equipment/components for cleaning and maintenance. Provide rail system. HOW TO OBTAIN A COPY OF THE SOLICITATION: Solicitation No. WC1330-14-RP-00030 for the above requirements will be posted on FedBizOpps (FBO) (www.fbo.gov). Hard copies will not be available. The solicitation will be made available for download on or about February 20, 2014, and proposals will be due on or about March 19, 2014. A pre-proposal site visit will be conducted on February 20, 2014 at 11:00 EST at the project site. For a copy of the solicitation, please utilize the FBO feature "register to receive notification" as well as "register as an interested vendor". Upon release of the solicitation to the FBO for download, vendors who have registered to receive notification should receive an email from the FBO indicating its availability. Each potential vendor is responsible for checking this website often to obtain all current information associated with this procurement. All responsible sources may submit an offer that will be considered by the agency. The resultant procurement will be a firm-fixed price contract. This will be 100% small business set-aside. The magnitude of the construction project is between $100,000.00 and $250,000.00. Work will be performed at the COL at 904 South Morris St., Oxford, Maryland. Completion time for this project is 90 calendar days after Notice to Proceed. Eastern Acquisition Division, requires that all Contractors doing business with this office be registered with the System for Award Management (SAM).
