- Army Contracting Command- Aberdeen Proving Ground (ACC-APG) intends to award a firm-fixed-priced contract to Raytheon Company in support of Foreign Military Sales (FMS) case AE-B-ZUM. The contract shall consist of ARC-231 radios and components. The projected period of performance will be from 3 June 2014 to 2 June 2015. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. Raytheon is the original equipment manufacturer for the ARC radios and its components and it is the only source that possesses the Technical Data Package needed for production of these items. This notice of intent is not a request for competitive proposals. The Government does not intend to fund the development of qualification of other sources for fulfilling the development of qualification for other sources for fulfilling this requirement, as production of the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture. However, all proposals received within thirty days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract will be based upon the responses received. Responses to this notice are considered solely for the purpose of determining whether to conduct a competitive procurement.
