- Native American Affairs Technical Support and Native American Lands Environmental Mitigation Program (NALEMP) Implementation. The proposed procurement is a Small Business Set Aside (SBSA) acquisition. NAICS is 541611, with a size standard of $14,000,000.00. Bonding will not be required for this acquisition. Plans will be issued on or about 25 February 2014, with proposals due on or about 27 March 14. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT is for a Native American Affairs Technical Support and Native American Lands Environmental Mitigation Program (NALEMP) Implementation. The Government is seeking qualified, experienced sources capable of performing the technical, analytical and administrative assistance for program management support and execution of NALEMP funds that includes: NALEMP Information gathering and tracking; NALEMP Technical assistance; NALEMP Project Reports; NALEMP Program management assistance; Technical Assistance to the Senior Advisor and Liaison for Native American Affairs, NALEMP Project recommendations; NALEMP Project management plan; NALEMP Administrative Support; NALEMP Exhibit Support; Maintenance and enhancements of the Native American Management System for Environmental Impacts (NAMSEI); Program database development, demonstrations, training and documentation; and The contractor shall provide program management, administrative and technical support and assistance to the Department of Defense, Senior Advisor and Liaison for Native American Affairs at the Office on the Deputy Under Secretary of Defense, Installation and Environmental (ODUSD I&E) in Washington D.C. Contractor support services shall be on-site at the ODUSD (I&E) to perform duties not inherently governmental. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. Proposed procurement will result in a firm-fixed price contract.
