- The solicitation SOL-CI-13-00050 will be available for downloading at FedConnect located at the following internet address: www.fedconnect.net/. Contractor registration in the Government System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. The purpose of this solicitation is to provide the Environmental Protection Agency (EPA), Office of Research and Development (ORD); National Risk Management Research Laboratory (NRMRL); the Decontamination and Consequence Management Division (DCMD); the National Homeland Security Research Center (NHSRC); the Human Exposure and Atmospheric Sciences Division (HEASD); and the Atmospheric Modeling and Analysis Division (AMAD) with providing technical support for facility scheduling, daily on-site and off-site operations, research activities, modification and maintenance of facilities; conduct laboratory studies to investigate technologies to be used for the decontamination, disposal, and/or sampling and analyses of materials that are contaminated with surrogates of biological, chemical, radiological, or foreign animal disease agents; design, assemble, operate, maintain, repair and modify ORD pilot plants, test facilities, and full-scale equipment at RTP; perform technical sampli ng and process monitoring services; analyze standards, routine samples, and special samples; develop, modify, fabricate, calibrate, repair, design and maintain instrumentation and electronics; provide off-site support such as the development of emission factors; emission sources; decontamination and disposal research; studies of emissions and outdoor burning operations; emerging air pollutant measurement methods; conducting observational human exposure studies requiring human subjects research approval; and laboratory studies and data analysis support in the meteorological wind tunnel at EPA's Page Road facility.
