Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". United States Special Operations Command (USSOCOM), MacDill AFB, FL 33621, requires Physical Access Control (PAC) Installation in ThyssenKrupp Elevator System. The 6th Contracting Squadron intends to make an award to ThyssenKrupp Evelator Corp., 5100 W. Grace St., Tampa, FL 33607-1711. Interested parties may e-mail joyce.wright@us.af.mil no later than Wednesday, 19 February 2014, 9:00 a.m. EST. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The existing elevator systems within building 501D were manufactured and installed by ThyssenKrupp Elevator. The electronic elevator control program utilized is proprietary. The automated controls are programmed by ThyssenKrupp Elevator engineers which, include all operational and safety commands and is protected to prevent modifications and the protection of trade secrets and liabilities. Failure to have ThyssenKrupp Elevator perform these services will have a severe impact monetarily and can be a contributing factor for the cause of injuries or loss of life. The programming service ThyssenKrupp Elevator provides is critical in order to ensure the elevator controls are tested, synchronized, and certified for safe operation with the GF/GI PACS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by Wednesday, 19 February 2014, 9:00 a.m. EST will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
