- PROGRAM DESCRIPTION: The BEMT is a stand-alone, non-system training device, supporting critical basic electronics training for 40 Military Occupational Specialties (MOS) in all aspects of basic electronics maintenance, including theory and hands-on application at 28 active, National Guard, and Army Reserve institutions. The core of the system is a test console with an associated circuit card set to provide instruction in a multitude of specialties including basic electric motors, industrial controls, fiber optics, power supplies, network architectures, automotive electronics, avionics, radio communications and advanced programmable logic control. The BEMT is composed of three distinct components: a.The Electronics Test Console (Model No. 130-E) and the associated student and instructor software developed by Nida Corporation. b.Personal computers for each student and instructor, and one personal computer used as a content server for the classroom instructional network. c.Associated Test, Measurement and Diagnostic Equipment. (TMDE) used by the students to complete the electrical exercises required in the instruction. REQUIREMENTS OVERVIEW: Enterprise License - The BEMT program requires renewal for the enterprise license of the BEMT allowing unlimited use of the BEMT program software on any personal computer running with the Microsoft Windows Vista/7 or higher operating system throughout the United States Army user community. Software Support - The BEMT program requires continued technical support for the BEMT software by providing the following: a.Provide technical support for the BEMT software. b.Analyze reported software problems for proposed solutions keeping operational, interoperability, security, usability and maintenance impacts in mind. Develop and implement solutions for correcting the reported problem(s). c.Incorporate and test software updates provided by the manufacturer, providing training to users when appropriate. d.Maintain the existing security posture of the systems and provide support for continued DoD Information Assurance accreditation. e.Present software and hardware problems/issues/status in monthly reports to the PEO STRI program office. f.Perform configuration management functions such as the establishment of all baselines and conduct software configuration audits (to include validating any software updates released to the field). g.Provide software updates and configuration changes required by the Army BEMT configuration control board. Software Support costs include the labor, material, and overhead costs incurred in supporting the update, maintenance, modification, integration, and configuration management of the software. These costs include operational, maintenance, support and diagnostic software programs for the primary system, support equipment, and training equipment. The respective costs of operating and maintaining Software Support Environment (the associated computer/peripheral equipment and associated software dedicated to performing software maintenance) and the cost to conduct all testing of the software should also be included. Accreditation of processes and facilities is not a part of this notice. ACQUISITION APPROACH: The Government intends to award a Firm Fixed Price (FFP) contract to Nida Corporation, 300 S. John Rodes Blvd., Melbourne, FL 32904. The contract will be issued on a Sole Source basis in accordance with Title 10 U.S.C. 2304(c)(1), as cited in Federal Acquisition Regulation (FAR) Subpart 6.302-1, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements. quote mark The period of performance for this effort is 60 months after award. ESTIMATED DOLLAR VALUE: Approximately $1.75M. NOTICE: This notice is provided to verify that no other sources can meet the requirement given the interdependence of the Nida Corporation's proprietary hardware and copyrighted instructional software with existing Army Programs of Instruction (POIs) issued by TRADOC. This sole source procurement prevents substantial duplication of costs which would not be recovered through competition. STOC II contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government, in accordance with FAR Part 16. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products and services. No funds are available to pay for preparation of responses to this notification. The Government will use the information received to identify potential sources and to assist in the development of the BEMT acquisition strategy.
