- THIS IS A REQUEST FOR INFORMATION ONLY: This notice is for informational and planning purposes only and DOES NOT constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market research. All information is to be submitted at no cost or obligation to the Government. Do not provide proprietary information in your submission. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. The purpose of this notice is to gain knowledge of potentially qualified business sources to include small businesses. Both large and small businesses are encouraged to participate in this Market Research. In accordance with FAR Part 19 the government seeks maximum practicable opportunities for small business participation for this acquisition. Interested small business concerns that are qualified as a small business concern under NAICS code 541330 - Engineering Services with a size standard of $14.0M are encouraged to submit their capability package. Below is a draft description of the requirement, a request for your business information, a Contractor Capability Survey and request for industry input. A Firm Fixed Price (FFP) contract is anticipated. The anticipated period of performance will be for one (1) year. The contract may have optional CLINS or years. DRAFT DESCRIPTION OF REQUIREMENT: Title: Optimizing Project-Level USACE Civil Works Operations and Maintenance Efficiencies References: ER 1130-2-500, Project Operations, 27 December 1996 EP 1130-2-500, Project Operations, 27 December 1996 ER 1130-2-303, Project Operation Maintenance Guide, 15 December 1967 (rescinded 1996) USACE Strategic Maintenance Report, June 2012 USACE Maintenance Management Improvement Plan (MMIP), May 2013 USACE Asset Management System-wide Demonstration Draft Scope of Work, 25 November 2013 See: http://www.publications.usace.army.mil/ or attached to this notice Description: Use a consistent, objective, repeatable, and transparent approach, means, tools, and/or processes by which to identify current practices and efficiencies in project-level USACE Civil Works Operations and Maintenance (O&M) activities, and identify potential areas of improvement for increasing O&M efficiencies. The primary focus of quote mark efficiencies quote mark in this context shall include increasing effective wrench time (actual maintenance work) and maximizing the effective use of each dollar of maintenance funding by accounting for what activities maintenance funding is utilized for in addition to actual maintenance work. The secondary focus shall include identification of potential work force leveling between similar authorized project sites and/or similar assets within an, or across any number of, authorized project sites. 1.Task Description: As directed in conjunction with one or more planned System wide Demonstrations conduct the following: a.A review of current O&M wrench time totals at each project and across all projects in the Demonstration. b.A review of current and historical maintenance funding levels at each project and across all projects in the Demonstration, and what specific activities that maintenance funding has been or is utilized for. For the purposes of this effort examining a maximum of 10 years of historical maintenance funding should be sufficient, if available. c.A review of current work force levels at each project and across all projects in the Demonstration with similar assets. d.A review of current O&M philosophy(ies) at each project and across all projects in the Demonstration. Contractor shall document the findings from each of these reviews. Contractor shall be able to articulate the main points of all references. 2.Deliverables: A.A report from each System Wide Demonstration directed to be examined that details the following points (in terms of effective wrench time, effectiveness of maintenance funding and accounting thereof, and work force leveling): 1)Identification of current practices and efficiencies in project-level O&M. 2)Identification of potential areas of improvement in optimizing O&M. B.Recommendations to achieve the identified improvements. Note: The context for this examination is anticipated to be concurrent with one or more system-wide demonstrations of Asset Management-Lifecycle Portfolio Management tools and processes.
