- Justification & Approval This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-14-Q-0912. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. NAICS Code is 334515 and size standard is 500 employees. NUWC Division Newport intends to purchase the following items: CLIN 0001 Huntron Workstation 4.X Software License Rights for AN/ISM-674 Test Stations, 954 Each. F.O.B. Destination Naval Station Newport; Newport, RI. It is expected to place to award a Sole Source Firm Fixed Price Type Contract to Huntron Inc., 15720 Main Street, Suite 100, Mill Creek, WA 98012-1604. Huntron Inc. is the only available source because since 1989 the NAVSEA Miniature/Microminiature Model Test and Repair (2M/MTR) program Test Routines have been developed using Huntron diagnostic test instrument hardware and proprietary Huntron Workstation software. The newest operation software iteration developed by Huntron Inc. to operate the currently deployed and the next generation testers is the Huntron Workstation 4.X software. Huntron Inc. developed and owns the proprietary and intellectual rights tho the software and therefore is the only source that can provide. Offers for other products must submit a capability statement demonstrating an ability to meet the requirement, proposal, or quote which must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply to this solicitation.
