- SF-1449 DESCRIPTION: The U.S. Coast Guard intends to purchase an upgrade of its multi-media video archive system in accordance with the attached SF1449 RFQ. This notice is a combined synopsis/solicitation for a commercial supply in accordance with the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on a total Small-Business Set-Aside basis. SCOPE: The Coast Guard requires contractor to provide and install an upgrade of its multi-media video archive system in accordance with attached SF1449 RFQ. HOW TO RESPOND: In order to compete for this project, interested parties must demonstrate that they are qualified to perform the work by providing a brief (20 pages or less) Technical and pricing quote by 11:00am, ET, 2/12/14. Offerors must submit an original and two copies of the quotes to Ms. Myra Freeman, USCG Base National Capital Region (PCD), Room 1E20, 2703 MLK Jr., SE. Washington, DC 20593-7118. Electronic transmissions to myra.freeman@uscg.mil are acceptable, but must be timely. Quotation Evaluation Criteria: Lowest Price Technically Acceptable, The lowest price will be evaluated on a pass or fail basis. If is is not found to be technically acceptable, the next lowest price will be evaluated. The following Federal Acquisition Regulations provisions and clauses are applicable, The Homeland Security Acquisition Regulations clauses are attached and applicable too. Questions about this requirement must be in writing and submitted by fax or e-mail. Telephone inquiries are strongly discouraged. All inquiries must include the solicitation number, your full name, organization name, address, phone and fax numbers, and must be received by 12:00 (noon) ET, 2/10/14. It is the responsibility of the Offeror to ensure the quotes is received by the date and time shown above.
