- Table 1 The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is conducting a market survey to determine the availability and technical capability of qualified small business, women owned small businesses, small disadvantaged businesses, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses. The NICHD requests information about contract laboratory services to conduct analysis of stored environmental samples to evaluate the feasibility, acceptability and cost to receive, ship, store, process and analyze tap water samples for pesticide and pharmaceutical analytes. Samples to be analyzed would be received from the National Children's Study (NCS) Repository, receipted, processed and analyzed for an array of analytes using various processing and analytical methods. Table 1 provides a brief summary of typical analytical methods and analytes of interest. All the samples for this project will be shipped from the NCS Repository in specified volumes under cold or frozen conditions and labeled with a two-dimensional barcode and human readable unique sample identification number, without any personal identifiers. This request is for interested firms with the capability of providing the required laboratory services to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541380 with a size standard of $7.0. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement briefly describing their facilities and staff and their experience, skills and capability to fulfill the Government's requirements for the analysis of samples described here above. The capability statement shall be in sufficient enough detail, but not to exceed 10 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 10 pages, should include references. A copy of the capability statement must be received at the address identified in this synopsis by no later than close of business (3:00p.m local time at designated location) on February 18, 2014. Responses by e-mail WILL BE ACCEPTED. Capability statement must reference solicitation # RFP-NIH-NICHD-NCS-2014-14. Submission by email must also reference solicitation # RFP-NIH-NICHD-NCS-2014-14 in the subject line of the email.
