- This is a combined synopsis/solicitation: N00189-14-T-0010 being released in accordance with FAR Subpart 12, Acquisition of Commercial Items and FAR Subpart 13, Simplified Acquisition Procedures. This announcement and its attachments constitute the request for price (RFP) for the required supplies and services listed in this solicitation. This announcement constitutes the only solicitation; a written solicitation will not be issued and paper copies will not be available. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS and NECO (http://www.neco.navy.mil). This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-72 and DFARS Change Notice 20140129. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://www.acq.osd.mil/dpap/dfars/index.htm and http://www.acqnet.gov/far. The North American Industry Classification System (NAICS) code for this acquisition is 541611 and the Size Standard is $14M. This is a 100% Small Business Set-Aside. Fleet Logistics Center (FLC) Norfolk, VA intends to award a Firm Fixed Price purchase order for the rental and staging of: Office Furniture and Equipment, Ceremony Style equipment and Rental Vehicles to support a military ship commissioning ceremony in Philadelphia, PA to begin 21 February “ 03 March 2014. (Exact dates shown on Performance Work Statement). The contractor shall provide services in accordance with the statement of work therein. NAVSUP FLC Norfolk requests responses from qualified sources capable of providing the services as delineated in the attached solicitation and in accordance with the directions provide within the solicitation. All quotes shall include price(s), a point of contact; name and phone number, small business category, payment terms and if applicable GSA contract number. Each response must clearly indicate the capability of the offeror to meet specifications as described in this solicitation. Offerors are required to submit electronic proposals by 9:00 AM Norfolk, VA time on 12 FEB 2014 in order to be considered. Offers received after the closing date will be deemed late and will not be considered. Electronic submissions shall be Microsoft Word or Microsoft Excel and must be read/write executable by the Contracting Officer. Interested parties are solely responsible for monitoring the NECO website for posting of the RFP and any amendments hereto. The Government will not pay for the information received. By submitting an offer, the Offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. The Contracting Officer will evaluate each proposal in accordance with FAR 13.106-2 and award will be based on the offer that represents the best value to the Government.
