Description

The proposed contract action is for software licensing from Cellebrite in support of the Naval Criminal Investigative Service (NCIS). The anticipated period of performance is 12 months from date of award. In accordance with FAR 13.106-1(b)(1), NAVSUP Fleet Logistics Center Norfolk, Philadelphia intends to solicit only one source, Cellebrite USA Corp. -- the only source that can provide licensing for Cellebrite products to satisfy agency requirements. This procurement is being processed through other than full and open competition as authorized under FAR 6.302-1. Interested persons may identify their capability to provide the required services. THIS IS NOT A REQUEST FOR QUOTES. Information received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. However, all capability information received by the designated date and time will be considered by the Government. Information shall be received at NAVSUP Fleet Logistics Center Norfolk, Philadelphia no later than 12:00 PM (Eastern Time) on 12 February 2014. The Government will not pay for information received in response to this notice. The NAICS code is 334220. All responses shall be emailed to james.jenrette1@navy.mil.
