Description
Synopsis: Joint Base San Antonio-Randolph is conducting a market survey for interested sources/vendors that can provide asphalt delivery for repair of the Seguin Auxiliary Airfield with the following specifications: Aggregate Gradation The combined aggregate gradation shall conform to gradations specified in Table 1, when tested in accordance with ASTM C 136 and ASTM C 117, and shall not vary from the low limit on one sieve to the high limit on the adjacent sieve or vice versa, but grade uniformly from coarse to fine. The Job Mix Formula (JMF) shall be within the specification limits. Table 1. Select the JMF asphalt content corresponding to an air void content of 4 percent. Verify the other properties of Table 2 meet the specification requirements at this asphalt content. 2. Calculate VMA in accordance with AI MS-02, based on ASTM D 2726 bulk specific gravity for the aggregate. 3. Dust Proportion is calculated as the aggregate content, expressed as a percent of mass, passing the No. 200 sieve, divided by the effective asphalt content, in percent of total mass of the mixture. The work to be accomplished shall include, but is not be limited to, Production and Delivery of 1,750-2,250 Tons daily of Airfield Hot mix asphalt at a consistent rate between 200-250 Tons per hour delivered to the project location. Total asphalt requirement shall be 40,000 Tons. Area for delivery shall be the Seguin Auxiliary Airfield, Seguin, TX 78155 (U.S. 90 & Auxiliary Airport Rd) at a designated staging area. The Contractor must deliver the hot mix asphalt to the site from the plant location in less than a 45-minute drive time. The Hot mix shall be delivered to the Asphalt pavers located on Seguin Auxiliary Airfield. Delivery of the Hot mix shall be coordinated in advance between the Contractor and the COR. Notice of all hot mix deliveries will be coordinated at least 48 hours prior to the desired delivery dates. All delivery shall be made between the hours 0500-1800 Mon-Sat between the dates of 1 July 2014 through 31 October 2014. This is a Request for Information - NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine potential offerors capable of providing the item described herein prior to determining the method of acquisition and issuance of a Request for Proposal. All interested parties are advised that the Department of Air Force will not pay for any information or any other administrative costs incurred that are associated with any response received from Industry in response to this Market Survey/Request for Information. Therefore, any costs associated with the Market Survey/Request for Information submissions will be solely at the interested vendor's expense. Costs provided are for market survey/informational purposes only and shall not be considered as an offer to do business. Any information provided under this market survey is for informational purposes only and will NOT be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in ANY informational sessions is not a promise of future business with the Department of Air Force, Joint Base San Antonio-Randolph TX. All responses (one response per company) are to be provided on company letterhead. Responses must be received no later than 4:00 P.M., Central Standard Time on 21 February 2014. All responses must include the following information: 1. Company Name; Company Address, Company Business Size (including your disadvantaged business status, if applicable), DUNS Number, CAGE Code, and Point-of-Contact (POC) name, phone number, and e-mail address. JBSA-Randolph intends to use this market survey information, along with information already obtained to establish to support the acquisition strategy. 2. The NAICS code for this effort is 237310 (Highway, Street, and Bridge Construction) with a size standard of $30,000,000.00. 3. What is your business size? If you are a small business, do you also qualify under any of the sub-categories (8(a), small disadvantage business, woman-owned small business, veteran owned small business, HUBZone small business, and service disabled veteran owned small business? 4. If you are a small business, would you consider submitting a proposal as a prime contractor? Do you manufacture the asphalt? 5. In what socio-economic programs do you now participate? (E.g.
