- Request for Proposal - ALC to JAVA TIRNO14R00016 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitues the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation TIRNO-14-R-00016 is hereby issued as a Request for Proposal (RFP) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-70. The Internal Revenue Service intends to award a Firm-Fixed Price contract to the contractor who demonstrates the ability to meet the requirements as defined in this Performance Work Statement (PWS) to migrate invoked in the context of a larger program. The demonstration code is not a complete, executable ALC program. Contractor(s) will be expected to develop driver code or utilize a test environment to allow the forward-engineered module to be executed and tested. The IRS will not request the Contractor(s) to confirm to the IRS Enterprise Architecture or IRS JAVA conventions and standards for this demonstration. If Contractor(s) propose to produce JAVA code in the Forward Engineering phase (Task 3), IRS expects Contractor(s) to migrate one specific ALC module to JAVA using whatever tool(s) and framework components the Contractor identify/need. The Contractor shall provide the methodology and processes followed to produce the results. Contractor(s) should be aware that the demonstration ALC code will comprise a module that contains one or more routines designed to be ALC to JAVA using automated tools and reengineering methodologies. This is a Demonstration ONLY; the IRS is not procuring Contractor output to be incorporated into production. See the attachment for the solicitation which includes performance work statement, clauses, provisions, and evaluation criteria. Multiple awards may be issued under this solicitation. The period of performance shall be one Base Period of six weeks from date of award. Proposals are due no later than 3:00 p.m. Eastern Standard Time on Monday, March 3, 2014 via email to anita.l.proctor@irs.gov and lynda.betancourt@irs.gov.
