- The US Geological Survey intends to award a requirement to Southwest Research Institute on a non-competitive basis. The award of this requirement will assist the USGS in conducting studies aimed at evaluating future data from HyspIRI, a planned NASA tier 3 satellite mission, simulated using higher resolution AVIRIS and MASTER data to be flown over the state of California at least six times over the next two years The objectives of this project is three-fold: 1) to test the utility of such data for relative dating and flood hazard assessment in alluvial fan environments by mapping mineralogical and textural differences, which helps to distinguish rougher and more recently flooded surfaces from often smoother, modified and older desert pavement surfaces; 2) to demonstrate the ability to use such data for detecting storm-triggered changes such as the movement of clastic sediment of a variety of lithological and mineralogical compositions, from their source areas to their distal limits in the surrounding desert piedmont; and 3) to use mineralogical and textural information derived from this data and supporting fieldwork, for making interpretations about surface processes on alluvial fans related to hydrologic hazards and natural resources, such as in situ weathering processes being distinguished from nearby hydrothermal alteration zones, soil crusting and permeability processes that affect groundwater recharge, and locating upstream lode source areas of perhaps economically viable mineral placers. USGS is tasked with image processing and spectral/laboratory analysis of collected geologic samples, while SWRI is tasked with geomorphologic mapping and interpretation. Both teams will participate together in joint field work (planned for spring 2014 within this performance year), with SWRI providing at least half of the logistical planning. This action is being processed in accordance with FAR 6.302-1, only one responsible source. Questions and responses submitted by a method other than electronic mail will not be accepted and will not be answered or considered. This is NOT a solicitation. No award shall be made on the basis of quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract in this notice is solely within the discretion of the Government.
