Adam Poulin, AFRL/RDSS, (505) 846-1497 and Capt. Duffy Fray 505-863-6569. The Air Force Research Laboratory (AFRL), Phillips Research Site (PRS), Directed Energy Directorate (RD), Kirtland AFB, NM intends to award a contract to provide both onsite and remote laboratory and technical engineering expertise on five high energy laser systems that were previously developed under various DoD contracts. The on-site Contractor will be required to have an extensive knowledge of all aspects of the identified laser systems and fully understand how to integrate these systems into various research and development projects and objectives. The contractor will be required to obtain a TS/SCI security clearance in order to perform on this contract as well as to get on-site at Kirtland AFB, AFRL/RDS Starfire Optical Range (SOR). The AFRL/RDS current mission is to develop, demonstrate and transition advanced beam control system technologies to provide high-performance, operational capabilities in beam control for laser propagation and imaging applications in space situational awareness, communications, tactical sensors, and ground based and airborne based laser weapons. 1 - Solid State Laser (Vesta II) Vesta II is a high power (15 kW) continuous wave solid state laser which was developed and delivered in Sept 2008. Vesta-II is the follow-on laser system from the Joint High Power Solid State Laser (JHPSSL). It is maintained at a clean room class of < 10,000. This laser is under the control of AFRL/RDS located at the Starfire Optical Range (SOR) at Kirtland AFB, NM. 4 - Pulsed Laser Systems AFRL currently has four pulsed lasers that are similar in design and operate at 1400W average power. These systems are similar in design and were previously developed under various DoD contracts that are now under the control of AFRL/RDS at Kirtland AFB, NM. 1. Elektra Elektra is a pulsed laser which operates at 1400 W average power. This laser is under the control of AFRL/RDS located at the SOR at Kirtland AFB, NM. 2. Asterope Asterope is a pulsed laser which operates at 1400 W average power. This laser is under the control of AFRL/RDS located at the SOR at Kirtland AFB, NM. 3. Maia Maia is a pulsed laser which operates at 1400 W average power. This laser is under the control of AFRL/RDS and is currently located on Maui, Hawaii. 4. Strategic Illuminator Laser (SILL) SILL is a pulsed laser which operates at 3000 W average power. This laser is under the control of AFRL/RDS located at the SOR at Kirtland AFB, NM. The Contractor shall provide both on-site and remote laboratory and technical engineering expertise on the Vesta II and the four pulsed laser systems; specifically in relation to various designated research and developmental activities and efforts. In addition, the Contractor shall provide, but not be limited to, total system level diagnostic reviews, laser system technical analysis and overall laser system adjustments in order to match various designated research and development experiments and efforts. The Contractor shall make adjustments to and calibration of internal optical laser components. Research will be focused on improving the integration with the total laboratory and the internal and external output beam characteristics from each laser system. The contractor will provide a general laboratory readiness for the laser systems which will facilitate, enable and remain an integral part of the ongoing AFRL/RDS experimentation and research. The Contractor shall provide for remote engineering consultation for each of the laser systems described above. Remote consultation shall be defined as a discussion of relevant technical information where the Government site is capable of completing work through telephone or email collaboration from the contractor. The estimated period of performance for this effort is 5 years. All entities having the capability to provide these items are invited to provide a statement of capability containing pertinent and specific information addressing the following areas. 1. Experience: An outline of projects previously performed relevant to the subject areas. 2. Personnel: Name, professional qualifications and specific experience of scientific, engineering and program management personnel who might be assigned to work in areas of the subject effort. 3. Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. Responses are limited to 10 pages including program plan, resumes, attachments, diagrams, etc. Any responses not addressing all requirements will be rejected. Small businesses, small business-led teams, and joint ventures that qualify as small businesses are encouraged to respond to this announcement and to provide a statement of capability. Small business considering a response to this announcement should also include a brief statement describing how your firm might propose performing the percentage and types of work outlined in the Federal Acquisition Regulation (FAR) 52.219-14(b)(1) under any of the following business models: a) a single small business performing a majority of the tasks identified above as a prime contractor; b) an affiliation and/or small business led team where performance of the entire or majority portion of the aforementioned tasks is completed by the small business team as a prime contractor; or c) a single or affiliation/team of small businesses as a joint venture with a large business (qualifying as a small business), performing the entire effort. (NOTE: If more than one firm is contemplated, include the capabilities of each and identify which aspects of the identified tasks would likely be performed by each firm.) Submit responses to Bill Sherrod, AFRL Det 8/RVKDB, 3550 Aberdeen Ave, SE Kirtland AFB, NM 87117-5776 no later than 15 calendar days after the date of this announcement by 12:00pm, Mountain Standard Time (MST). This notice of intent is not a request for competitive proposals. Any costs incurred as a result of this announcement shall be borne by the offereor and shall not be charged to the Government for reimbursement. The determination of the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
