- Description
- The Pension Benefit Guaranty Corporation (PBGC), a United States government corporation and agency of the United States, was created under Title IV of the Employee Retirement Income Security Act (ERISA) to administer the federal pension insurance program and enforce compliance with the provisions of Title IV. The PBGC has a requirement for Custodian Banking Services. The PBGC organization relevant to Custodian Banking services is overseen by the Financial Operations Department (FOD) and Corporate Investments Department (CID) within PBGC. The contractor shall serve as PBGC's Custodian Bank to accept assets acquired from pension plans that have been terminated and trusteed by PBGC, for which PBGC has assumed benefit administration responsibility. These assets will be transferred into separate commingled accounts or non-commingled holding accounts for accounting and management purposes. The tasks to be performed under this Full & Open requirement include, but are not limited to: i) providing accounting and investment management services, ii) developing internal written procedures, policy, and processes, iii) providing retention of assets, disaster recovery, education services, along with webpage access and iv) performing other tasks that will be listed in the forthcoming solicitation. The NAICS code is 523991 (Trust, Fiduciary, and Custody Activities), with a small business standard size of $35,000,000.00. The anticipated contract will have a base period of performance of twelve (12) months and four (4) option periods consisting of twelve (12) months each. In order to be eligible for award, all responsible sources must be registered with System for Award Management (SAM). Contractors may register online at the website, www.sam.gov. The solicitation and any amendments will be available through the Federal Business Opportunities (FBO) website https://www.fbo.gov. PBGC anticipates issuing the solicitation on or about February 21, 2014 and making an award on or about August 01, 2014. These dates are approximate. Interested parties are responsible for monitoring the FBO website for the most up-to-date information concerning this forthcoming solicitation. Paper copies of the solicitation and any amendments will not be distributed. Upon issuance of the solicitation, there will be an identified question and answer period.
