Description
Amended Industry Day Letter for 26 February 2014 rather than 25 February 2014 The 21st Contracting Squadron, Peterson AFB, CO is issuing this special notice announcement of the Simplified Acquisition of Base Engineering Requirements (SABER) services at Peterson AFB, CO, Fort Carson, CO (to include Piñon Canyon, Bldg 20,000, and Pueblo Chemical Depot), Schriever AFB, CO, Cheyenne Mountain Air Force Station, CO, United States Air Force Academy, CO (to include Farish Memorial Recreation and Bulls Eye Auxiliary Airfield), Buckley Air Force Base, CO, and FE Warren Air Force Base, WY. The Government contemplates soliciting for the award of up to three separate Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. It has been determined that competition will be limited to 8(a) firms located in Colorado and Wyoming, and other 8(a) firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. Typical task orders (TOs) will consist of a broad range of maintenance, repair and minor construction work on real property at the locations listed above. Individual, firm-fixed price TOs will be issued using the Facilities Construction Cost Data via a Unit Price Guide with a coefficient. Significant sub-contracting opportunities can be expected in a variety of trades to include, but not limited to: roofing, electrical, plumbing, carpentry, roadwork, painting and masonry. The anticipated performance period of these contracts shall consist of one base year, plus four individual option years, for a total of five years as required. The total program value of the acquisition is anticipated to be between $250,000,000 and $350,000,000. The NAICS for this acquisition is 236220, with a size standard of $33.5M. The Government is releasing the Draft Request For Proposal (RFP) on 6 February 2014, with an Industry Day scheduled for 26 February 2014 at 10:00am. If inclement weather closes the base, Industry Day will be held 27 February 2014 at 10:00am. Release of the final RFP is anticipated during the month of April or May 2014. The anticipated award date is December 2014. The Government anticipates contract award will be based on lowest priced, technically acceptable evaluation procedures. Interested parties should register for the Interested Vendors List to receive updates to this announcement. Contract teaming is encouraged as prescribed under the SBA rules for Joint Ventures, Prime Contractor/Sub Contractor arrangements and the SBA, AF, or DOD Mentor-Protégé Procedures. Interested parties are requested to submit questions or comments in reference to the Draft Solicitation and Division 01 Specifications and the Request for Industry Day letter to this announcement, via email ONLY, by COB on 12 February 2014. Please do not provide any capability statements or company brochures with your responses. Only questions or comments in reference to the draft documents will be reviewed. Paper copies of this announcement will not be provided. Any future solicitation information, if released, may be obtained through the above referenced website and the solicitation number. Any questions relating to this announcement must be submitted in writing, via email ONLY, to the Contract Specialist, Ms. Olivia Gorman, olivia.gorman@us.af.mil, or the Contracting Officer, Mr. John J. Respondents will not be notified of the results of any Government assessments. Electing not to submit questions or comments, or participate in Industry Day, does not preclude a company from submitting an offer under any resulting solicitation, if a solicitation is issued, nor will it impact the evaluation of an offeror that did not participate. Any subsequent solicitation, if issued, will be subject to availability of funds.
