ESTIMATED SOLICITATION ISSUE DATE: 21 Feb 2014 ESTIMATED SOLICITATION CLOSING/RESPONSE DATE: 24 Mar 2014 ANTICIPATED AWARD DATE: 16 April 2014 2. PR#: FD20301400229 3. TYPE BUY: Spares, Firm Fixed Price, One year contract 4. AMC/AMSC: 2/C 5. ITEM: F100-100/200/220/220E Engine, Coupling Assembly 6. NSN, P/N, Description: NSN: 2840-00-337-4706NZ PN: 4010242 NOUN: Coupling Assembly Description: Length (8.3000 IN) Width 4.3000 IN) Height (4.5000 IN) Weight (4.000 LB) Item Material: Steel AMS 6304 Item Function: Locks the turbine shaft to the compressor. THIS IS A CRITICAL SAFETY ITEM. 7. SMALL BUSINESS SET ASIDE: This IS NOT a small business set aside. 8. QUANTITY/DELIVERY: Quantity ranges is anticipated to be in the solicitation. Estimated Ranges: 1 ea to 4 ea, 5ea to 8 ea, and 9 ea to 12 ea. Final quantity will be determined before award. Requested Delivery will be 31 December 2017. 9. APPLICATION: F100-100/200/220/220E Engine 10. DESTINATION: SW3211, Tinker AFB, OK 73145-8000. 11. QUALIFICATION REQUIREMENTS: Sources must be qualified prior to being considered for award. To be eligible for contract award, the offeror must be an approved source IAW FAR 52.209-1, Qualification Requirements. The Government is not required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed as a possible source for future awards. First Article Test (FAT) Evaluation is required if the contractor facility has not manufactured this component previously for the government in the last 36 months. 12. EXPORT CONTROL: Item IS Export Controlled. The solicitation/procurement data list is approved for release only to U.S. DoD contractors who are registered and certified with the Defense Logistics Information Service (DLIS). Submission of DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation is required as specified in the International Traffic in Arms Regulation (ITAR), 22 CFR Sections 121 through 128. Foreign contractors cannot participate as prime contractors. The technical data will not be available until the solicitation is posted. 13. UID: If unit price exceeds $5,000.00 then UID requirements will apply. 14. ADDITIONAL INFORMATION: Electronic procedures and Request for Written Quote will be used for this solicitation through FedBizOpps at https://www.fbo.gov/index. All responsible sources may submit a bid, proposal, or quotation that shall be considered. Based upon market research, the government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the government's requirement with a commercial Item within 15 days of this notice. OMBUDSMAN NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at (405) 736-3273.
