- Description
- The General Services Administration has a requirement for interior and exterior window cleaning services of four (4) high-rise style Federal Buildings in the Boston, MA Metro Area. The heights of the buildings vary from 8 to 26 floors above ground. The services required include the following: * The Contractor shall provide all labor, equipment, supplies, services, permits and licenses necessary to wash and dry all windows (interior and exterior sides) on the high-rise buildings - the Government will provide water and electricity as necessary, limited to the normal water supply and to the existing electrical outlets in the building; * The contracted services shall include complete cleanup of the work area, leaving no debris or cleaning supplies and removing foreign matter from frames, casings, and sills; * Contractor shall perform the services in accordance with the Occupational Safety and Health Administration (OSHA) and the American National Standards Institute (ANSI) safety guidelines. The planned period of performance for this effort is June 1, 2014 to May 31, 2015 with four (4) option-years that would potentially extend the term to May 31, 2019. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. This is only a request for responsible, technically qualified sources in order to determine the appropriate method of procurement. Interested technically qualified firms shall submit a detailed Statement of Capability. The Statement of Capability shall fully address and respond to the items below, including detailed reference information. FAILURE TO SUBMIT ALL INFORMATION REQUESTED MAY RESULT IN A CONTRACTOR NOT BEING CONSIDERED AS AN INTERESTED SMALL BUSINESS CONCERN. 1) Provide evidence of successful experience providing window cleaning services in an office building of similar size and complexity. 2) Demonstrate capability for providing all of the above mentioned services in the Boston area pursuant to FAR 52.219-14 that in performance of the contract in the case of a contract for Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 3) Will your firm submit a detailed proposal at a fair and reasonable price for this requirement when it is issued? 4) If your firm intends to submit a proposal, are your key personnel and all other staff cleared through the Department of Homeland Security HSPD12 security process? 5) Does your firm provide similar services to the private sector on a firm fixed price basis? 6) If your firm is located outside the geographic area, provide a detailed narrative demonstrating how it would perform the work at a fair and reasonable price. 7) Provide references including contact information to support all of the responses included. 8) Indicate whether your firm is small business, small disadvantaged business, service disabled veteran owned, Hubzone, Woman Owned, or 8(a) concern. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 with a small business size standard of $16.5 Million. Statements of Capability must be in writing and are due on FEBRUARY 14, 2014 AT 2 P.M. Responses are limited to 20 pages. THIS IS NOT A REQUEST FOR PROPOSALS. This is for planning purposes only and is a market research tool to determine availability and adequacy of potential business sources. The government will not reimburse responders for the cost of the submittals.
