- The US Army Contracting Command-Redstone, anticipates a sole source, IDIQ, Cost plus fixed fee contract with Calspan University of Buffalo Research Center (CUBRC) Inc. 4455 Genesee St., Buffalo, NY 14225 for an estimated 113,995 labor hours of engineering and technical services and associated $17,878,725 in material, travel and other direct costs which are required to support the U.S. Army Aviation and Missile Research, Development and Engineering Center (AMRDEC), Simulation and Development Directorate (SSDD) to provide operation, maintenance, and test support services for the AAEC, which is a Government-owned facility located in Buffalo, NY which will allow SSDD to perform its mission in testing of missile interceptor hardware and the technology areas of aerooptics, aerothermal, aeropropulsion, and aerodynamics. This solicitation will result in a renewal contract comprised of a cumulative period of performance of 5-years or 60-months. Under the authority 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition Regulation 6.302-1, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements, quote mark this contract shall be awarded on an other than full and open competitive basis to CUBRC, Inc., as the only source that has the high-speed, high-pressure, aero-optics, aero-thermal, aero-propulsion, and aerodynamics hypersonic testing expertise. They have unique in-house instrumentation and sensor expertise, which allow for capturing more data than other contractors. They have the specialized expertise for testing at high mach speeds that no other contractor has. Award to another source would result in substantial additional investment to the Government and unacceptable delays in fulfilling the agency's requirement. All responsible sources may submit a proposal which will be considered by the agency. All responses shall be directed to Leslie B. Allen, contract specialist, at leslie.b.allen2.civ@mail.mil. This notice of intent to negotiate a sole source contract is not a request for competitive proposals. This is not a formal notice of solicitation. Telephone or facsimile inquires and/or responses will not be accepted. The response date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation.
