- SOURCES SOUGHT The following proposed contract action is for a stand-alone single construction contract award with the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. Solicitation # SB1341-14-RQ-0092 Solicitation Title: Y- Demolition of Bowman House, Building 308 and Building 419 NAICS Code: 238910 Construction Magnitude: $ 100,000 and $250,000 The National Institute of Standards and Technology (NIST) has a requirement for the Demolition of Bowman House located at the Gaithersburg, Maryland campus. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this sources sought is to identify organizations with the requisite qualifications to provide the services stated herein. Based on capability statements received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. The specific purpose of this sources sought announcement is to determine if there are any small businesses, within the parameters identified above, that are able to provide the services identified below. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14 Limitations on Subcontracting the prime contractor is required to perform at least 15% of the labor with their own employees. Building 308 Bowman House was built prior to 1960. A new extension was added in 1987. The building was originally a residential home. It was later converted into a Children's Day Care Center until June 2012. The Electrical, HVAC, Plumbing and the interior of the building had been modified several times to suit the ever changing requirements of the day care center. The original Bowman House sits on approximately 50% crawl space and 50% basement area. The exterior walls are supported on perimeter concrete masonry unit wall foundations, and the interior of the building is supported on the isolated footings. The exterior walls of building are composed of vinyl sidings, wood frame, and dry walls. Building 308 addition and breezeway is a modular structure. The exterior walls are supported on a CMU wall foundation. The interior of the building is supported on isolation footings. The exterior of the building has vinyl siding. Building 419 is a double wide trailer. The Government will remove the double wide trailer. The contractor is responsible for demolition and removal of all other aspects of Building 419. The entire building is supported on the isolated concrete footings. The exterior of the building is composed of aluminum panels. The contractor shall be responsible to provide all labor, material, and equipment for the demolition of Building 308 otherwise known as "Bowman House Day Care Center". Included is removal of exterior utilities (water, sewer, electric, telephone, and supporting conduits subsurface structure, and related infrastructure). Grading and landscaping of the site including delivery of fill material as shown on the plans is included. Building 419 support infrastructure is to be demolished and removed as noted within this statement of work. The total number of pages to reply to this source sought shall not exceed 5 pages. Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award contract.
