Description
Naval Air Systems Command, PMA-266, intends to issue a follow-on contract to Raytheon Company on a sole source basis for the Vertical Takeoff and Landing Unmanned Air Vehicle (VTUAV) Tactical Control System (TCS) Block II transition from the Solaris to the Linux version B2VL software. The contract action will continue the transition of the Tactical Control System (TCS) baseline into the OSD UCS architecture, integrate modern intuitive controls as identified during testing with Fleet operators, Automate testing procedures in support of future integration & production, and support the software baseline operating in the field. This contract will include: 1. Support for the Common B2VL Baseline of TCS which is used to operate the MQ-8 system. 2. Continued migration of the TCS B2VL Baseline to the Office of the Secretary of Defense's (OSD) UAS Control Segment (UCS) architecture. 3. Command & Control Modernization. 4. Automated software testing to support lab efforts and hardware acceptance testing. 5. An option for integration of Unmanned Systems Interoperability Profile (USIP) version 1.1 for Full Motion Video (FMV). 6. An option for integration of Ship Air Upgrade (SAU) 7000 messaging formats. 7. An option to support the Mission Systems Trainer (MST) development. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. FAR 6.302-1 (a)(2)(iii)(A), states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. Responses to this notice must be submitted by 3:00pm EST 19 February 2014. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
