- The Naval Air Systems Command (NAVAIR) intends to issue an order that includes cost-reimbursement contract line items numbers under Basic Ordering Agreement N00019-11-G-0001 to The Boeing Company (Boeing), 7750 E. Marginal Way S. Seattle, WA 98108-4002, on an other than full and open competition basis, for the procurement of supplies and services to establish a P-8A Tactical Open Mission Software (TOMS) Software Support Activity (SSA) at NAS Patuxent River, MD. This SSA is necessary to allow the US Navy to play a role in the maintenance, update, testing and deployment of the TOMS as part of its long term software sustainment strategy. Supplies and services include hardware, software licenses, software source code, hardware installation and setup, build/configuration script customization, source code import, build environment testing, process development / documentation for managing the SSA, and SSA training. The planned period of performance is from July 2014 to June 2015. The supplies and services will be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.' Boeing is the sole designer, developer and manufacturer of the Boeing 737-800ERX P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained.
