- ***Amendment*** The purpose of this amendment is to change the posting date of this solicitation. The solicitation of this procurement will be issued on or about February 5, 2014 on EPA website: http://www.epa.gov/oam/cinn_cmd. This office does not intend to mail hard copies of the solicitation. The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase two (2) Laser Based N2O Analyzers to be used in heavy-duty engine testing site 5 and non-road testing site. The acquisition of this Commercial item will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing. Recently, in response to new N2O emission regulations, instrument manufacturers have developed laser based infrared spectrometers in which the source emits infrared radiation in a narrow band width. This, in turn, eliminates the opportunity for interference as the infrared wavelength emitted by the source is focused in the region where N2O absorbs. One (1) N2O analyzer will be used for continuous and batch analysis of dilute exhaust gas sampled either directly from a CVS (continuous sampling) or a Kynar bag (batch sampling). The system will be installed in Heavy-Duty Test Site 5 (HD5 - Room 425) at the NVFEL. This test site is equipped with a Horiba MEXA-7000 system for both continuous and bag analysis of criteria pollutants, and a Horiba Stars Test Cell Controller. One (1) N2O analyzer will be used for continuous dilute measurement for exhaust gas and batch sample measurement for ambient air. The system will be installed in a Non-Road Testing Site (NRSI - Room 320) at the NVFEL. The analyzer shall be identical to that of the Heavy Duty Test Site 5 unit with the exception of test cell host interface and sample measurement. The non-road engine test site has three separate test stands (Sites 13, 14 & 15). Sites 13 & 14 share a single CVS tunnel. Site 15 has a dedicated CVS tunnel. The non-road engine test site is equipped with two LabVIEW? based test cell controllers and two independent MEXA-7000 analyzer benches for each of the CVS systems.
