- The US Army Corps of Engineers, Seattle District, intends to award a sole source, firm fixed price contract to Avalon Contracting, Inc., to provide continued maintenance and repair services to WWII Buildings on Joint Base Lewis McChord, WA, for a period of approximately four months beginning 1 April 2014. The authority for this sole-source procurement is FAR 6.302-1. This is a continuation of services currently provided under contract W912DW-09-C-0001 with Avalon Contracting, Inc., Tacoma, WA., which will expire 31 March 2014. This contract is for non-personal services for maintenance and repair of approximately 500 World War II era wood facilities, re-locatable buildings and re-locatable shower/latrine facilities. While the intent of this notice is to notify the public of the Government's intent to award a sole source contract, the Government will also review information submitted by those firms who are interested and capable of providing these short term services. NOTE: The Government published a similar quote mark Sources Sought quote mark notice on 3 January 2014 for these same services but on a long term (base year + four option years). Those parties who responded to that notice - but are also interested and capable of providing these services on a short term basis for a period of approximately four months beginning 1 April 2014 - must also respond to this notice for their information to be considered for this short-term action. Firms who believe they possess the capability to perform this work are invited to respond to this notice providing the following information. (1) Company Cage Code, DUNS, name, address, point of contact and applicable telephone numbers and e-mail addresses; (2) Approximate annual gross revenue; (3) Any small business status (General Small Business, 8(a) Small Business, Service Disabled Veteran Owned Small Business, HubZone Small Business); (4) A SPECIFIC PLAN AS TO HOW YOU WOULD MOBILIZE, ESTABLISH A CALL CENTER, STAFF, MANAGE, AND FINANCE A SERVICE CONTRACT IN LIGHT OF THE SHORT START DATE; (5) Experience you have had in performing similar services, the types of services provided, and the magnitude/extent of services provided. Both Government and Private Sector experience is acceptable; (6) Indicate which NAICS code(s) your company performs under for Government contracts. The following narrative outlines the work necessary by this short term requirement. The work shall be performed on Joint Base Lewis McChord, WA. Preventive Maintenance work shall include pest control, replacement of batteries and smoke testing of battery-powered smoke detectors, and dewinterizing of some facilities. The successful contractor shall repair, maintain and provide start-up and shut-down inspections of Dining Facility equipment including, but not limited to, convection ovens, deep fryers, hot food tables, commercial reach in refrigerators and freezers and roof mounted exhaust fans. The successful contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials and supervision necessary. The successful contractor shall establish a customer service center to receive customer calls, generate service orders and categorize them as emergency, urgent, or routine. Services are required Monday through Friday from 0700 to 1630, except for federal holidays. All work under any resulting contract shall be performed at Joint Base Lewis-McChord, WA and only facilities on Fort Lewis-Main and Fort Lewis-North are included. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation and clearly provided at no cost to the Government. The planned North American Industry Classification System (NAICS) code is 561210 (Facilities Support Services) with the applicable small business size standard of $35.5 million in annual gross receipts. Request responses be provided no later than 13 February 2014 and forwarded to Robbin Goldsby via e-mail: robbin.o.goldsby@usace.army.mil. Note that the Army Corps of Engineers' email system does not accept files larger than 8MB. The Government is under no obligation to consider information received after 12 February 2014 as part of the formal market research for this acquisition. The Government reserves the right to determine if a SB set-aside is appropriate, as well as one of the targeted socio-economic programs (General Small Business, 8(a) Small Business, Service Disabled Veteran Owned Small Business, HubZone Small Business) based on responses to this notice and other pertinent information gathered by the Contracting Officer. In order for the Government to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capacity and capability to successfully perform and manage all the requirements of this effort.
