Description
REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT 1. Synopsis: The U.S. Army Medical Research Acquisition Activity (USAMRAA) in accordance with Federal Acquisition Regulation (FAR) 15.201, Exchange with industry before receipt of proposals and (FAR) 52.215-3, Request for information or Solicitation for Planning Purposes, this RFI is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation or commitment by the Government nor will the Government pay for information solicited. The information resulting from this RFI will determine if there are qualified non-personal service providers available in the marketplace to pursue a Small Business Administrative (SBA) 8(a) competitive procurement in accordance with (IAW) Small Business Act (15 U.S.C. 637(a)) and FAR 19.8 Contracting with the Small Business Administration. The Government anticipates issuing a Request for Proposal (RFP) within the next few months. This RFI does not restrict the Government to an ultimate acquisition approach. No evaluation letters and/or results will be issued to the respondents. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. Offerors not responding to this RFI will not be precluded from responding to the solicitation. When the solicitation is released, it will be synopsized in Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. It is the responsibility of any potential Offeror to monitor this site for the release of any solicitation or synopsis. 2. Background: The Air Force Medical Service (AFMS) was officially designated as the Department of Defense (DoD) lead component for the Hearing Center of Excellence (HCE) with the Air Force Medical Operations Agency (AFMO) as the forward operating agency. The HCE was legislated by Congress in the Duncan Hunter National Defense Authorization Act (NDAA) for Fiscal Year 2009, Public Law 122 Stat. 4506 Subtitle C - Wounded Warrior Matters - Section 721. The HCE's vision is to heighten readiness and to continuously improve the health and quality of life for members of the Armed Forces and Veterans through advocacy and leadership in the development of initiatives focused on the prevention, diagnosis, mitigation, treatment, rehabilitation, and research of hearing loss and auditory-vestibular system injuries. Hearing Loss and Tinnitus (ringing in the ears) are the most costly disability payment issued by the U.S. Department of Veterans Affairs (VA). 3. Scope and Purpose: The Government is seeking specialized expertise for: (1) Program Management Support Services; (2) Studies and Analysis; (3) Business Process Improvement; (4) Information Management; (5) Medical Supply Chain and Logistics Management Support related to the HCE program in order to (a) improve the awareness of noise hazards; (b) gain great acceptance by all military personnel to protect hearing under noisy peacetime (both on- and off-duty) and wartime conditions; (c) develop clinical best practices to treat and/or rehabilitation hearing loss/tinnitus through clinical and research expertise; and (d) build a DoD and U.S. Department of Veterans Affairs (VA) hearing loss/auditory system injury data registry. None of the required services are inherently Governmental functions, as defined in FAR Part 2.1. 4. Instructions and information are included in the attached RFI/Sources Sought document. Also included as Attachment A is the DRAFT Performance Work Statement (PWS). 5. Questions pertaining to the RFI are due electronically via e-mail by 1:00 pm (EST) 10 February 2014 to Evelyn Stephenson at evelyn.k.stephenson.civ@mail.mil. Only one set of questions per vendor will be accepted. NO PHONE CALLS PLEASE. 6. Qualified 8(a) firms should submit the Capability Statement in response to this RFI electronically by 3:00 pm (EST) 7 March 2014 via e-mail to Evelyn Stephenson at evelyn.k.stephenson.civ@mail.mil.
