- Merit Promotion Exam Development This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the government. The United States Marshals Service (USMS), on behalf of the Human Resources Division, intends to procure services for Merit Promotions Exam Development. Interested small businesses that are certified and qualified as a small business concern under NAICS code 541612 with a size standard of $14 M are encouraged to submit their capability packages outlining their experience and abilities to provide this requirement in accordance to the following general specifications: 1. Test Development: • Utilize the new plan to develop test content, and scoring protocols for the Writing Skills Test. Up to 35% of items from the prior test form may be re-used if they are current with USMS standard practices and fit within the new test plan. • Review test content with USMS SMEs for compatibility with regulations that are cited, if any, and make changes as needed. Finalize test questions in the correct order and with a corresponding answer key. 2. Report Generation: • Technical report that meets I/O Psychology professional standards summarizing activities, results, and recommendations to document job-relatedness of test form. Vendor is required to maintain report and defend job-relatedness of exam throughout reasonable statute of limitations period. If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 10:00 am EST, 13 Feb 2014, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date, or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open procedures. Interested small business capability packages must be submitted by email to the POC identified below not later than 10:00 am EST, 13 Feb 2014. Contractors are responsible for all costs for submitting their capability packages. No requests for information, requests for clarification or questions concerning this notice will be provided in response to telephone calls. Formal communications such as requests for clarification and/or information or questions concerning this notice should be submitted via email to the POC, Andrea Montgomery, email Andrea.Montgomery@usdoj.gov or Curtis Davis, email: Curtis.Davis2@usdoj.gov. No other synopsis will be posted for this requirement.
