- Responses are due no later than 3:00 p.m. eastern standard time February 14, 2014. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests capabilities statements from POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH A MINIMUM SINGLE PROJECT BONDING CAPACITY OF $30M AND AN AGGREGATE BONDING CAPCITY OF $100M concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to nina.albritton@usace.army.mil no later than 3:00 p.m. eastern standard time February 14, 2014. Project Description: This is a construction project for a Secure Customer, to upgrade the campus underground concrete encased duct bank electrical distribution system along with their associated feeders to enable full utilization of two (2) newly upgraded primary and secondary substations located in Fort George G. Meade, Maryland. The work includes three (3) phased projects for the completion of the new campus electrical distribution system. The work includes, but is not limited to, new concrete encased duct banks, power feeders, manholes, installation of electrical components such transformers, automatic breaker pair/switches, and Dead Break Boxes (DBBs). The ductbank installation will occur, but is not limited to, in active roadways, parking lot, and grassy areas, Mission back-up power generators, which will no longer be required, shall be decommissioned along with associated fuel storage and delivery systems. The existing duct banks and manholes will be abandoned in place and the existing feeders will be removed. The Government contemplates issuing a Single Award Task Order Construction Contract (SATOC) with a total capacity of $103M. The period of performance for this SATOC will be five years. It is anticipated that the overall project will consist of at least three task orders for projects over the next three years. Additionally, smaller task orders may be awarded up to the total capacity of $103M. All projects are anticipated to be Design-Bid-Build projects. Interested potential offerors with single bonding capacity to support this project should submit a narrative demonstrating their experience in construction projects of this magnitude, which may include experience in interior work, mechanical, electrical, and general construction contracts. Capability statements should include the following information: details of similar projects, dates of construction, project references (including owner with phone number and email address), and project cost. Additionally, provide bonding for single project and aggregate. Narratives shall be no longer than five pages. Email responses are required. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Comments may be in any format, but must include the offerors' name, phone number, and email address.
