- Pre-solicitation/sources sought announcement. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business'. All interested parties are to respond to MSG Cecily Martinez in writing, a notice stating their positive intention to submit a bid as a prime contractor no later than 14 February 2014. This notification, which shall not exceed two typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) the following requested information: ie: A listing of projects completed during the past three years, both for government and private industry. The size of your company, type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. Information shall be provided via email to Cecily.martinez.mil@mail.mil. Include the following in the subject line- Sources Sought W912JV-14-B-0001. The USPFO for Oregon, intends to issue an Invitation for Bid to award a single firm fixed-price contract for Expand South Arm Disarm Apron, Repair South Arm Disarm Apron, Kingsley Field ANG Base, Klamath Falls, Oregon. Construction services will consist of the general construction of new Portland Cement Concrete (PCC) and Asphaltic Concrete Pavements (ACP) for an aircraft arm/de-arm apron and to expand and renovate an existing aircraft arm/disarm apron. This also requires the Contractor to perform all associated site work as described and detail in the project documents. Work includes, but not limited to: new asphalt paving; new concrete pavements; excavation/earthwork; aggregate base courses; storm and under drains; airfield electrical work; taxiway lights and airfield pavement markings; and other typical construction elements as shown on the project drawings. The Contractor is required to provide all materials, labor, equipment, tools, coordination, traffic control, and other services as required to complete this project within the duration authorized. This site is on an active airfield, owned by the City of Klamath Falls, and operated under strict compliance with the FAA. All Contractors will be required to have both City Airport training and badging, and access on to the military installation prior to beginning work. Therefore, strict compliance with City Airport, FAA, and Military criteria and regulations will be enforced. Magnitude of the project is between $1,000,000 and $5,000,000. Construction/contract completion time is 130 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 237310. The tentative date for issuing the solicitation is on or about 13 March 2014. The tentative date for the pre-bid/site visit conference is on-or-about 27 March 2014, 9:00 a.m. local time at the 173rd CES Building 16, at Kingsley Field Air National Guard Base, 221 Wagner St. Klamath Falls, Oregon. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. Bid Opening on-or-about 17 April 2014. Actual dates and times will be identified in the final synopsis and solicitation. Effective May 29, 2012 Government systems such as CCR and ORCA (on-line representations and certifications) migrated to the System for Award Management (SAM). The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at ps://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is a competitive bid and there will be a formal public bid opening. Amendments, if/when issued will be posted to the FBO page for electronic downloading. This is the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the documents posted on the referenced web pages.
