- The Department of Veterans Affairs Southeast Louisiana Veterans Health Care System (SLVHCS) Project Legacy Network Contracting Office 16 (PL NCO 16) is announcing a Request for Information/Sources Sought Inquiry into your firm's interest and capability to perform a Blanket Purchase Agreement (BPA) or an Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Activation Services over 5 years for the activation of the new replacement SLVHCS Medical Center in New Orleans, Louisiana. This would be a non-personal services contract for Activation Services which could include hospital activation services supporting the transitioning, provisioning/installing furniture/furnishings, provisioning/installing medical and non-medical equipment, providing initial transition and equipment training (operational and maintenance), and moving reused equipment and materiel. This is NOT a solicitation for proposals, proposal abstracts, estimates, or quotations. Per FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. The purpose of this sources sought (SS) notice is to obtain information regarding: the availability of vendors interested in proposing their capabilities for activation services. The Southeast Louisiana Veterans Health Care System will offer interested vendors to present their capabilities with a limited time not to exceed 2 hours in length at then location listed below. Objective: The Project Legacy Office of the Southeast Louisiana Veterans Health Care System is hosting a Vendor Fair and would like to invite any firms with experience in facility activation support, including but not limited to: 1. Comprehensive Equipment Planning to support the planning, specification, procurement, tracking, shipping, warehousing, installation, inspection of medical, nonmedical and other equipment and support systems necessary to meet activation of the Southeast Louisiana Veterans Health Care System's replacement medical center; 2. Transition Planning and Relocation Services for the opening of the Southeast Louisiana Veterans Health Care System's replacement medical center to ensure an efficient transition of functions to the new facility; and 3. Comprehensive Project Management Services as it relates to the activation of the Southeast Louisiana Veterans Health Care System's replacement medical center ensuring effective, efficient and timely completion of contracted services. Services may include the preparation of various professional reports and presentations. The government may list other types of work listed below in the solicitation. The types of work expected under this contract may include, but are not limited to Step 1: Activation Services to include: 1.Project Management 2.Minor Equipment planning 3.Transition/relocation planning 4.Warehousing/Warehouse management 5.Limited Equipment/System installation, testing, inspection and training 6.Turnover, Close-out, and Post Occupancy Evaluation 7.Equipment Maintenance/Service/Repair Development Step 2: Activation Interaction duties to include: The installation, and acceptance of commodities to include resource protection/security systems, communication systems (except computer equipment, printers, and faxes), medical equipment and clinical case-goods, furniture and furnishings, and artwork for hospitals, clinics, medical administration buildings, ambulatory health facilities, medical warehouses, medical laboratories, biological engineering laboratories, dental clinics, veterinary clinics, wellness centers, and any other buildings connected to/associated with health facilities.
