Description
This is a Sources Sought Notice - Constitutes Market Research This is a Sources Sought Notice is to seek out Interested Vendors identified as Service Disabled Veteran Owned (SDVOSB), Veteran Owned Small Businesses (VOSB), all other Small Businesses and any Large Businesses interested in bidding on this requirement. If interested in bidding, vendors should notify the Contracting Officer by emailing Leala.Jew@va.gov by the due date indicated on the Sources Sought notice. Synopsis of Work: Repair Servers of HAIISS (Healthcare-Associated Infections and Influenza Surveillance System) Data Warehouse Software (HDW) for Palo Alto Veterans Affairs Medical Center (PAVAMC) The Contractor shall make repairs of all damage (corrective maintenance) to the HDW caused by overheating of the server room. The VAPAHCS Server Room overheated, significantly damaging the HAIISS Data Warehouse. A catastrophic failure of the Oracle database clusters, Informatica PowerCenter and Medical Domain Object servers were damaged: (1) HAIISS's Oracle database cluster. This damage was to the extent that a complete re-installation and configuration of the environment was required. (2) Informatica PowerCenter server became inoperable and that a complete re-installation and configuration of the environment was required (3) The Medical Domain Objects extractor and Orchestrator servers had to be re-installed and re-configured. The Contractor shall furnish project management, corrective maintenance of the HAIISS Data Warehouse. Corrective maintenance refers to changes necessitated by actual errors (induced or residual "bugs") in a software system. OPHSR, as the business owner, will determine the type of maintenance and priority assigned to each support item. The Contractor shall utilize the VA's established online tools for project management and tracking; currently, IBM Rational Tools. The Contractor shall track and document resolution of corrective maintenance support requests for HDW downstream users such as QC Pathfinder and the engineering team from Vecna Technologies maintaining QC Pathfinder, Biosurveillance System for the Early Notification of Community-Based Epidemics, and OPHSR. All pending work shall be organized in a prioritized inventory, which the Contractor shall maintain and keep current. The Specialty Item Number (SIN) is 132 12, which is identified as Equipment Computer Maintenance as a Service. The proposed NAICS code is 541519 (Other Computer Related Services) with small business size at $25.5 million. The VA intends to award a Firm-Fixed Price Contract for an estimated Period of Performance to begin on/about April 1, 2014 or within 30 days after award of contract and should not take longer than 4 months to make the repairs. No formal solicitation document exists at this time.
