Description

This is a notice of intent to award a sole-source purchase order and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), EITPO hereby announces its intent to solicit and enter into a contract with RTI International, SUDAAN Statistical Software Center, 3040 Cornwallis Road, P.O. Box 12194, Research Triangle Park, NC 27709-2194 for the procurement of a yearly maintenance renewal agreement for 577 statistical software licenses for CDC personnel to conduct statistical analysis on public health data. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 13.106-1(b)(1)(i). SUDAAN is a software product designed and developed by RTI statisticians for analyzing clustered data arising in many applications, including complex sample surveys, randomized experiments and epidemiological studies. SUDAAN offers procedures for descriptive statistics and for statistical modeling. The modeling procedures include both linear and multinomial-logistic models and a procedure for fitting proportional hazards (Cox) regression models for time-to-event data. Due to the sensitive nature of the statistical software, RTI is the only source that provides statistical software license support based on the data collection and studies of a senstive nature which ensures integrity in meeting the critical needs of the CDC mission. No other vendor is authorized to sell this software license due to its proprietary nature. RTI International has been the sole provider authorized to sell SUDAAN Statistical Software products. The NAICS code for this acquisition is 541512 and the small business size standard is $25.5 million dollars. Award will be made using Simplified Acquisition Procedures found in FAR Part 13. Interested parties who feel they possess the expertise, experience and ability should submit a capabilities statement to Tonya S. Justice, Contract Specialist, via email at TJustice@cdc.gov or to Centers for Disease Control, Procurement and Grants Office, MS E15, 2960 Brandywine Rd, Atlanta, GA 30341. Reference #2014-57885. Vendors must be registered in the System for Award Management (SAM) prior to an award of a federal contract. The website is: www.sam.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement for these services and/or supplies in the future. This notice of intent is not a request for competitive proposals, however, the Government shall consider all responses received within seven (7) days of this posting, in accordance with FAR 5.203 (A)(1). If no affirmative responses are received within seven (7) days, negotiations will be conducted with the RTI International, SUDAAN Statistical Software Center as the only source and a contract will be issued without any additional notices being posted. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the Contracting Officer.
