- Subject : Request for Information (RFI), Manpower Study and Analysis PURPOSE: This is a Request for Information (RFI) only for the purpose of determining market capability of sources or obtaining information. This RFI is an effort to conduct market research for use in formulating an acquisition plan/strategy to obtain professional, management and technical support services to study and analyze the current Table of Organization (T/O) and corresponding Position Descriptions (PD) with the actual workforce in place for Marine Corps Base (MCB), Smedley D. Butler, Okinawa, Japan. This study will include all Active Duty military (AD) and Civil Service (GS) members currently supporting the mission of MCB. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. BACKGROUND: There are disparities among T/O allowances, PDs, and actual members performing the required tasks. In order to ensure the command is staffed with the appropriate workforce, a study and analysis of the current workforce must be conducted. LOCATION(S): (may require travel) 1. Marine Corps Base S. D. Butler, Okinawa, Japan, this includes surrounding camps, stations, and bases of Okinawa. 2. Camp Fuji, Shizuoka, Japan 3. Marine Corps Air Station Iwakuni, Yamaguchi, Japan 4. Camp Mujuk, Pohang, South Korea 5. Additional regional locations may be identified. WORKFORCE SIZE AND COMPOSITION: There is a total workforce of approximately 1300 comprised of the following: AD: ~ 850 Marines GS: ~ 450 Approx. 11 subordinate commands; T/O is roughly 250 pages CORE OBJECTIVES TO BE ACCOMPLISHED: The scope of this effort shall encompass the following objectives/tasks: 1. Study and analyze current T/O and compare actual workforce in place per the organizational chart. - Three to four levels of study and analysis; Subordinate commands, branches, individual sections - Reference MCBJ Base Order 5400 a. Compare the tasks and how they relate to the units' mission statements. b. Compare the Position Descriptions of each GS and AD and validate the role and proper annotation of the position as depicted on the T/O. c. Number allowed compared to number on-hand. d. Consider current requested changes internal to the organization in effort to identify gaps. e. Recommend changes to naming conventions and PDs on the T/O. 2. Provide a detailed report of the findings. a. Deliverables: Each summary should include both GS and AD analysis i. Summary report ii. Subordinate Command Summary Report iii. Branch Summary Report iv. Section Summary Report 3. Advise Government on suggested changes based on findings of the study. INSTRUCTIONS : Responses to this RFI shall not exceed 10 pages, including cover letter, discussion and contact information. Subject response must contain: 1. Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated. Include the anticipated number of personnel and duration for study and analysis in this section. 2. Other material relevant to establishing the core competencies of the firm. Requesting a response to this RFI by 5:00 P.M., Eastern Standard Time (EST) on 14 February 2014.
