- The United States Air Force (AF) at Oklahoma City AF Life Cycle Management Center, Tinker AFB is contemplating to procure engineering and technical services in support of the T56 Component Improvement Program (CIP). The objective of CIP is to improve system-level safety, reliability, maintainability, durability, operability, supportability, and affordability to support Major Command (MAJCOM) or Type Command (TYCOM) metrics provided in the Engine Life Management Plan (ELMP) or Propulsion System Life Management Plan (PSLMP). The Contractor shall provide and support engineering and test activities to develop solutions to engine problems. These solutions address service-related operational and support problems, increase safety of flight, correct operationally identified deficiencies, improve reliability, maintainability and durability, and reduce total ownership costs for non-CLS, Government Furnished Equipment in-service engines. Tasks include developing production-representative deliverables through Engineering Change Proposals (ECPs) that enable the achievement of MAJCOM/TYCOM ELMP/PSLMP goals. This is anticipated to be a sole source effort to Rolls Royce located at 2355 S. Tibbs Ave Indianapolis, IN 46241-4812 Cage Code: 63005. 1. Synopsis issue/closing date: 31 Jan 2014 - 15 Jan 2014 2. Description: CLIN 0001 PROGRAM MANAGEMENT Contract Type: J - Firm Fixed Price Descriptive Data: The contractor shall provide for all integrated management activities in the performance of this contract under this CLIN to plan, define, coordinate, execute and control a totally integrated program. This includes overarching, contract management, cost management, program and test management, configuration/data management, senior level reviews and planning, and small task support. All CLINs within this contract are subject to these overarching requirements for the total program requirement as outlined in the PWS. Inspection: Destination Acceptance: Destination FOB: Destination CLIN 0002 T56 ENGINE COMPONENT IMPROVEMENT PROGRAM Contract Type: U - Cost Plus Fixed Fee (CPFF) Descriptive Data: The Contractor shall provide and support engineering and test activities to develop solutions to engine problems in accordance with the Performance Work Statement attached herein. These solutions address service-related operational and support problems, increase safety of flight, correct operationally identified deficiencies, improve reliability, maintainability and durability, and reduce total ownership costs for non-CLS, Government Furnished Equipment in-service engines. Tasks include developing production-representative deliverables through Engineering Change Proposals (ECPs) that enable the achievement of MAJCOM/TYCOM ELMP/PSLMP goals. The Contractor shall perform the effort upon issuance of an order(s) authorizing performance of effort. Inspection: Destination Acceptance: Destination FOB: Destination CLIN 0003 DATA Contract Type: Not Separately Priced (NSP) Descriptive Data: The contractor shall deliver data in accordance with the Contract Data Requirements Lists (CDRLs), DD Form 1423 as listed in Section J of this contract. This CLIN is Not Separately Priced (NSP). Inspection: Destination Acceptance: Destination FOB: Destination 12. Mandatory Language: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 13, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. 14.
