Description
The United States Air Force intends to issue solicitation FA5575-14-R-0002 to solicit proposals for a Firm-Fixed Price contract to repair Taxiway Alpha at Morón AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 17 February 2014. Contract magnitude is between $1,000,000 and $5,000,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. Funds are not presently available for this project. FY14 funds may not be immediately available within USAFE to fund this project. In the event of unforseen budget anomalies and as a result of the Budget Control Act of 2011, the government reserves the right to cancel bids. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." This acquisition will be solicited as competitive to local sources in accordance with FAR 6.302-4. Local sources are those persons or entities normally resident and licensed to conduct business in Spain. Offers from non-local sources will not be considered under this solicitation. The scope of work consists of the furnishing of all the materials, labor, plants, transportations, equipment and services to accomplish all the work in strict accordance with the drawings and specifications and complete and ready for use under a firm fixed price construction contract. The work includes, but is not limited to the following activities. These activities include the tests to be performed by an independent laboratory for the quality control. a. Preliminary works: 1) Paint the temporary airfield pavement markings 2) Change the runway distance marker faces 3) Install the temporary airfield lights and filters 4) Install the Jersey barriers 5) Install the cones and plastic mesh b. Alpha Taxiway repair: Repair the entire pavement of Alpha Taxiway including the following activities. Alpha Taxiway pavement is a rigid pavement (Portland Cement Concrete, PCC) and its approximate dimensions are 342.31 meters (length) x 22.86 meters (width) x 36 centimeters (thickness). 1) Sawcut the perimeter of the pavements to be repaired 2) Remove the concrete slabs (7.62 x 7.62 x 0.36 cubic meters approximately) 3) Remove the graded-crushed aggregate base course (20 centimeters thickness approximately) 4) Remove the graded-crushed aggregate subbase course (15 centimeters thickness approximately) 5) Excavate ground until subgrade (34 centimeters thickness approximately) 6) Load the non-reusable material coming from the removal and excavation operations 7) Transport the non-reusable material coming from the removal operations to an authorized dump off base 8) Unload the non-reusable material coming from the removal operations at the authorized dump off base 9) Compact the subgrade 10) Place and compact the graded-crushed aggregate subbase course (40 centimeters thickness) 11) Place and vibrate the lean concrete layer (15-22 MPa, 27 centimeters thickness approximately) 12) Cure the lean concrete layer 13) Place a polyethylene sheet on lean concrete layer 14) Place dowels (51 centimeter length x 3 centimeter diameter) 15) Place steel wire mesh (15 centimeter x 15 centimeter x 6 centimeter) 16) Construct expansion joints 17) Place and vibrate the PCC layer (4.5 MPa, 38 centimeter thickness approximately) 18) Cure the PCC layer 19) Sawcut the construction and retraction joints 20) Seal the joints 21) Paint airfield markings c. Alpha Taxiway shoulder repair: Repair three shoulder sections adjacent to Alpha Taxiway pavement edges including the following activities in accordance with the Spanish regulation PG-3 (Pliego de Prescripciones Técnicas Generales para Obras de Carreteras y Puentes). Alpha Taxiway shoulder pavement is a flexible pavement (Hot Mix Asphalt, HMA) and its approximate dimensions are 3 meters width (from the existing Taxiway Alpha edge light base to Taxiway Alpha pavement edge) and 5 centimeter thickness. The section lengths are variable. 1) Sawcut the perimeter of the shoulder section pavements to be repaired 2) Mill the HMA pavement 3) Regrade the graded-crushed aggregate base course 4) Compact the graded-crushed aggregate base course 5) Apply prime coat (C50BF5IMP type) 6) Place and compact HMA layer (AC16surf35/50D type, 5 centimeter thickness) 7) Paint airfield markings d. Finish works: 1) Remove the temporary airfield lights and filters 2) Change the runway distance marker faces 3) Remove the temporary airfield pavement markings 4) Final clean-up 5) Remove the Jersey barriers 6) Remove the cones and plastic mesh 7) Delivery of As-Built drawings PERFORMANCE PERIOD: The performance period proposed for the execution of this project, 365 calendar days, is for information purposes only and includes average inclement weather days. 2. CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "registro Oficial de Contratistas de Obras del Estado" of the "Ministerio de Economia y Hacienda" covering the following groups, subgroups and categories. Group Subgroup Category G 2, 3 and 4 f The above general outline in no way limits or reduces the responsibility of the Contractor to perform all work as required by the Statement of Work and project drawings in order to provide a complete and operable facility. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
