Description
The New England District is acquiring a contractor for repairs to the gate guide and fender timbers at the New Bedford - Fairhaven Barrier, Massachusetts. The work of this project consists of repairs to the steel Gate Guide G-6 and replacement of fender timbers at the New Bedford-Fairhaven Hurricane Barrier, Massachusetts. Work tasks include removal of damaged steel gate guide components, removal of damaged fender timbers, fabrication of new steel gate guide members with off-site shop painting, installation of new gate guide components and fender timbers, and successful demonstration of the adequacy of the new work by inserting a de-watering stop gate in slots between Gate Guides. The demonstration work includes transport of one lifting beam and one stop gate to the Fairhaven-side sector gate with placement of the stop gate into slots to demonstrate that the stop gate travels freely from the top of the gate guides to the sill. Underwater work is required for this project, including carbon air arc cutting and removal of damaged items, potential debris removal, installation of new components, and inspections. The work site is located in a navigation channel, which will remain open to marine traffic during the prosecution of the work. Much of the work will require the use of marine plant and a barge mounted crane. The magnitude of cost for this work is estimated between $100,000 - $500,000.00. Please note this solicitation is set aside for small businesses under the applicable NAICS code 238120, size standard $14M (average annual revenue). This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission, complete plans and specifications will be available on or about February 19, 2014. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov). All responsible sources may submit a proposal which shall be considered by the New England District.
