REPLACE MAINTENANCE ACCESS APRON Source Sought Synopsis NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential small business sources for information and planning purposes only. The Government will not pay for the information requested herein. Copies of the submitted information may be reproduced for Government review. The Government will use this information to determine the best acquisition strategy for this procurement. PURPOSE: This market survey is being conducted to identify potential small business sources that possess the capability to provide all design documents, labor, materials, equipment, and oversight to complete 100% design and construction (Design-build) to replace Area 2 and Area 3 of the Maintenance Access Apron in accordance to the specifications and Preliminary Project Description. The project includes demolition, excavation, repair of subgrade, aggregate base course, a drainage layer, a Portland Cement Concrete (PCC) surface course, a drainage system, removal, storage, and replacement of airfield lights and signage, relocation of electrical duct banks, and pavement marking. The magnitude of the project is between $10,000,000 and $25,000,000. The level of security clearance for this project requires all contractor and subcontractor employees to satisfactorily complete and pass a criminal background check. Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: 1. Below is a Contractor Capability Survey, which allows you to provide your company's capability. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) 3. Only small businesses are encouraged to participate in this Market Research. The NAICS code and size standard for this scope of work is: 237310 and $33.5 M respectively. 4. REQUIREMENTS DESCRIPTION: We are conducting market research to identify potential small businesses sources that possess the capability to provide 100% design and construction. The design documents must fully convey the scope of the work and can be used to construct a high quality, complete and usable product. The project shall be designed according to UFC 3-220-08Fa, UFC 3-250-07, UFC 3-250-11, UFC 3-260-01, UFC 3-260-02, and UFC 3-535-01.The construction to replace the required areas of the Maintenance Access Apron shall be completed in accordance with 100% approved design documents. Describe the company's capabilities on performing airfield infrastructure repair or any experience with FAA, UFC and AFI airfield standards. 4. Describe your company's experience working in controlled areas. 5. Describe the company's capabilities and experience developing quality control plans and procedures to maintain an effective quality control system for design and construction. 6. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals. Identify what software programs are utilized and what formats are available for deliverable items. 7. Are there specific requirements in the documentation that we provide that would currently preclude you from being a viable solution to our requirement? 8. Discuss any concerns you may have with our requirement or specification. 9. Describe your standard warranty for services similar in nature to this requirement. 10. Describe your payment and performance bonding capabilities, per single project and aggregated amounts. 11. Describe how your firm will comply with the limitations in subcontracting for general construction that requires the concern perform at least 15 percent of the cost of the contract, not including cost of materials. The information provided may be used in developing a request for proposal (RFP) but does not obligate the AF to issue an RFP or contract.
