Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Army Contracting Command-Redstone Arsenal plans to award up to a twelve month, sole source contract extension (consisting of one 6-month extension and two 3-month option periods) to current contract number W9113M-05-C-0127 with Alutiiq Global Solutions (Alutiiq), 3201 C Street, Suite 700, Anchorage, AK 99503-4039. This extension, to include option periods, is for specialized security and access control services from 16 April 2014 through 15 April 2015. This extension is SOLELY for the purpose to allow time to complete the follow-on competition which was published on FedBizOpps under a different solicitation number, W9113M-14-R-0004. The options on this extension will only be exercised in the event of further delays with the follow-on competition. The authority for this sole source award is FAR 6.302-1 (a)(iii)(B) - For DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. No other known source can provide these services and be in place by the 15 April 2014 required timeframe. This effort is to continue the security and access control services support to the United States Army Garrison-Kwajalein Atoll/Reagan Test Site (USAG-KA/RTS). This includes, but is not limited to, control and processing of USAG-KA/RTS residents and personnel through the Air Terminal and Marine Dock, protection and monitoring of U.S. Government buildings, documents, equipment, facilities, and material from damage, espionage, sabotage, and theft, and enforcement of the safe operation of motor vehicles, bicycles, skateboards, and roller skates/blades at USAG-KA/RTS. This notice of intent is for information purposes only and not a request for competitive proposals. However, interested parties may submit their written qualifications by email only as an MS Word or Adobe PDF attachment to La Quita Mox, laquita.l.mox.civ@mail.mil and joshua.e.flinn.civ@mail.mil. Statements are due by 4:00pm (CT), 7 February 2014. No phone calls accepted. The Government will not reimburse for information submitted nor will it compensate any respondent for any cost incurred in developing information or materials furnished in response to this notice. A determination not to compete this proposed contract action upon responses to this notice is solely within the discretion of the Government.
