- Notice of Contracting Action (NOCA) The Engineering and Technology Acquisition Support Services (ETASS) contracts are a mandatory strategic sourcing contract vehicle for Advisory and Assistance Services (A&AS) support. AFLCMC/CC Policy Memo, dated 30 July 2012, identifies the ETASS contract as one of the mandatory use vehicles supporting all knowledge-based A&AS requirements at Hanscom AFB, and its GSUs. The ETASS program provides a broad range of knowledge-based engineering support. The non-personal A&AS support the program offices and functional staff at AFLCMC/Hanscom to include GSUs, detachments (DETs) and operating locations (OLs) (including but not limited to locations inside the contiguous United States (CONUS), outside the contiguous United States (OCONUS) and war areas) for development, acquisition, integration, test, deployments, and sustainment of AF Command, Control, Communications, Computers (C4), Intelligence, Surveillance, Reconnaissance (ISR) (C4ISR) Enterprise and Information Systems in support of Research and Development (R&D) and production activities. ETASS provides AFLCMC/Hanscom PEO-Directorates and Functional staff offices with a variety of engineering capabilities which cannot be obtained from the Government's current and limited organic resources. The types of services being acquired under this program include but are not limited to a full spectrum of Engineering Services, Engineering Support, Technical Support, Provisioning and Logistics, Modeling and Simulation, Configuration and Data Management, Architectural Support, Test and Evaluation, Security Engineering and Certification, Capability Based Planning, Commercial-Off-The-Shelf (COTS) Integration Support, Integrated Master Plans and Scheduling, and Technical Review assistance to approximately 400 system/program activities across AFLCMC/Hanscom. ETASS provides A&AS to an enterprise-wide user base presenting the most complex and varied set of requirements in the U.S. Air Force. These specialized skills are required in order to ensure interim support to AFLCMC/Hanscom's acquisition programs between the expiration of the current ETASS contract and completion of the award of ETASS II.
