SEE 52.212-1(b)(10) ------------------------------------------------------------------------------- *** 31 DECEMBER 2013 - ADDED THE CORRECT SITE RESERVATION FORM *** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-14-R-0005 is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-70 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20131220. See http://farsite.hill.af.mil/ for the full text of all provisions and clauses incorporated by reference herein. This solicitation is unrestricted. The NAICS code is 238220 and small business size standard is average annual receipts of $14,000,000.00. The contractor shall provide those services outlined in the attached Statement of Work (SoW) dated 01 November 2013 (Attachment 1) on a firm fixed price (FFP) basis. The applicable Service Contract Act wage determination is provided in Attachment No. 4 to this solicitation. SITE VISIT is highly encouraged and will be conducted Tuesday 14 January 2014 at 1 PM EST at Air Force Research Laboratory Rome, NY. To ensure attendance, offerors must complete and submit the attached Site Visit Reservation Form and Site Visit Authorization Form (Attachments 2 & 3). Offerors shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. The resultant contract will feature a base year with four (4) option years. If all four (4) option years are exercised, the contract will be five (5) years/ 60 months in length. No minimum contract duration is guaranteed. The place of performance of all required services is the Air Force Research Laboratory (AFRL) Rome Research Site (RRS) located in Rome, NY 13441. The full address will be provided to the awardee of the contract. The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Interested offerors shall complete and submit the attached Price Schedule (Attachment 5) on or before 3:00 PM EST on 24 JAN 2014. (b)(10) Past performance information is required. Offerors shall submit information pertaining to up to three contracts for the same or similar services as those outlined in the Performance Work Statement. For each of the same or similar contracts, the following must be submitted: contract number, point(s) of contact with telephone number(s) and email address(es), scope of work associated with contract, list of equipment maintained and repaired under contract, dollar value of contract, and any other information deemed relevant and necessary to evidence competency to perform required service. In addition, the following item(s) must be submitted: - Documentation evidencing competencies of any and all technicians and other offeror staff members who will be or have potential to be sent to perform work under a resultant contract. Relevant documentation to evidence technician qualification to work on those systems identified in the appendices of the PWS may include, but is not necessarily limited to, training/course certificates, resumes, narrative of field experience, etc. (b)(12) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (g) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. (k) SAM. Offerors must be registered in the SAM database to receive a contract award. If the Offeror does not become registered in the SAM database within 4 days after receiving notification from the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror. The provision at FAR 52.212-2, Evaluation -- Commercial Items applies. In addition to the information within Paragraph (a), the following factors shall be used to evaluate offers: (i) technical capability to meet the Government's requirement, (ii) price, and (iii) past performance All three (3) of these evaluation factors are of approximately equal importance. The Government intends to award the resultant contract to that Contractor who submits the lowest priced, technically capable offer and who has acceptable past performance. Addenda to the following paragraphs of 52.212-4 are: The clause at 52.217-8, Option to Extend Services applies to this acquisition. The Contracting Officer may exercise the option by written notice to the Contractor prior to the expiration of the contract. Data for labor hours executed during the period of performance for each Government fiscal year (FY), i.e., 1 October through 30 September, must be input. While data may be reported at any time during the FY, reporting must be completed no later than 31 October* of each calendar year.
