Description
The United States Special Operations Command (USSOCOM) has a requirement for a Commercial-Off-The-Shelf (COTS)/Non-Developmental Item (NDI), Digital Video Recorder (DVR) with high definition video and Digital Video Interface-I (DVI) capable of recording aircrew audio that is synchronized with sensor and weapons computer video on an AC-130 Stinger II aircraft. The DVR/DVI is a robust, standalone aircraft mission recorder and Solid State Drive (SSD) to be permanently installed with the Precision Strike Package (PSP). The DVR/DVI will record at least four high definition video feeds from PSP sensors and two DVI-I computer video feeds from a PSP computer. All video recordings will include one analog audio feed. The DVR/DVI operation will be autonomous on power up. The recording media will be COTS solid state hard drive(s) as typically used by electronic news groups and broadcasts. The media will be removed from the aircraft on landing and provided as needed to ground users for the use of SIGINT (Signal Intelligence), TOC (Tactical Operations Center), and CDE (Collateral Damage Estimate). These drives should not be encrypted or proprietarily encoded. The files must be viewable on Windows XP/7 computers using Windows Media Player 11+ and VLC Media Player 2.0+. The DVR/DVI must be designed to avoid file corruption on power or video interruption. Operation of the DVR/DVI will not rely on PSP network connectivity or PSP computers. The internal recording mechanism should be removable. The proposed DVR/DVI should meet or exceed all environmental requirements defined in accordance with MIL‐STD‐810G, Environmental Engineering Considerations and Laboratory Tests, to include, High Temperate with Solar Radiation, Low Temperate, Humidity, Low Pressure, Sand and Dust, and Explosive Atmosphere. Upon successful demonstration and acceptance of the DVR/DVI, USSOCOM plans to issue a delivery order against the Indefinite Deliver Indefinite Quantity (IDIQ) contract for five (5) each production representative model DVR/DVI systems, New Equipment Training, Maintenance Manual(s), and Technical Support of one week. The Government anticipates award of a firm fixed price, Indefinite Delivery Indefinite Quantity contract with a maximum value of $2 million. The contract will include a 12-month base period and two 12-month option periods. This requirement is being solicited under NAICS 334613 and Federal Supply Class/Service Code (FSC/SVC) 5999.
